The primary purpose of this LOGISTICS MANAGEMENT SPECIALIST, NH-0346-03, position serves as a foundational logistics management specialist in support of acquisition phases and/or sustainment of assigned systems, subsystems, programs, or major equipment for assigned AFLCMC Directorate organization.
Duties
Duty 1. Serve as the focal point for planning, management, and coordination of life cycle logistics support for a major weapon system or subsystem.
Duty 2. Manage, monitor, evaluate, and coordinate ILS plan implementation.
Duty 3. Serve as the senior technical advisor on contracts.
Duty 4. Serve as the senior representative and spokesperson in communicating program matters.

- This is an acquisition coded position. Selectee must complete required certification level 1 in Logistics Management Specialist within 24 months of assignment.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience is described as ability to integrate the separate functions in planning or implementing a logistics management program; developing, or performing logistics management operations that involve planning, coordinating, or evaluating the logistical actions required to support the organizations mission. The work involves: (1) identifying the specific requirements for money, manpower, materiel, facilities, and services needed to support the program; and (2) correlating those requirements with program plans to assure that the needed support is provided at the right time and place and (3) ability to coordinate and evaluate the efforts of functional specialists to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of basic theories and principles of systems design, specifications development techniques; and an understanding of acquisition and maintenance as well as organizational functions involved in logistical support.
2. Knowledge of theories and principles of Integrated Logistics Support (ILS) planning, development, and execution sufficient to coordinate and integrate functions into a total, well structured, and viable program.
3. Knowledge of system life cycle concepts and design as they apply to system research, development, and acquisition.
4. Knowledge of contractual processes, procedures, and technical requirements.
5. Ability to plan, analyze, and coordinate a system or portion of a major system's acquisition and transfer into operational use; to include the identification and correlation of specific requirements for money, manpower, material, facilities, and services needed to support the program; and to develop and analyze data to determine logistic objectives and goals, identify support requirements (including funding contract development, and other technical support requirements), and establish relationships between the participants involved in deploying the plan.
6. Ability to communicate effectively both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
