About the Position: As the subject matter expert for the Forester position, the incumbent is responsible for the forest management program focused on forest rehabilitation and forest restoration along the Upper Mississippi River.

Duties

Coordinating forest management planning and activities with staff and other federal and non-federal agencies. Providing guidance and directing junior foresters and technicians to implement a broad forest management program focused on forest rehabilitation and restoration. Collecting and developing information for data management procedures and long-term ecosystem resilience. Establishing knowledge of related disciplines such as soil science, hydrology, landscape architecture and recreation management to incorporate into the forest planning process. Providing guidance and recommendation to external contacts and the general public to mitigate conflicts and forest management issues. Communicating effectively in writing to prepare reports, management plans, assessments and impact statements and memorandums.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires a one-year probationary period, unless the appointee has previously met the requirements as described in 5CFR Part 315.
  • This position may require temporary duty travel of 5% of the time.
  • Incumbent must be qualified to drive Government vehicles and operate small watercraft.
  • Incumbent must be certified in CPR and basic first aid.

Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes meeting 3 of the following: 1) Developing various planning documents pertaining to the environmental management and natural resources projects, 2) Communicating and collaborating with external contacts and partner agencies to ensure forest, wildlife and vegetation management are consistent with objectives and goals pertaining to the Systematic Forest Stewardship Program. 3) Applying and ensuring compliance with environmental laws and/or regulations including National Environmental Policy Act (NEPA), Clean Water Act, and Forest cover act to analyze potential impacts to natural resources from project activities, and 4) Conducting field evaluation to collect data and information to assist with developing and implementing technical protocols for field projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Forest ManagementOral CommunicationPlanning and EvaluatingTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
