About the Position: This position is located at the Maneuver Center of Excellence (MCOE), Ft. Moore, Georgia 31905. The Maneuver Center of Excellence" is located 100 miles south of Atlanta and is adjacent to Columbus, Georgia and Phenix City, Al. The geography and climate are ideal for year round military training. Public transportation and free parking is available.

Duties

Serve as a Program Analyst responsible for performing analytical and evaluative assignments to improve the use of resources. Participate in vetting process of acquisition services and products. Identify or develop specific methodologies to be used for cost estimates, management studies and analyses. Provide information to supported activities on Acquisition Management Oversight procedures and processes. Coordinate with management and technical project officers to develop various data needed for cost analyses and program evaluation. Present verbal and documented information to leaders for decision and/or approvals. Responsible for reviewing new acquisition management and oversight policies, procedures, and processes developed by local command and higher headquarters.

Requirements

  • Employee must obtain and maintain a T3/SECRET clearance.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position requires the incumbent obtain and maintain a Level 2 Department of Defense Financial Management (DoD FM) Certification within the first two years of employment into this position.

Specialized Experience GS-11: One year of specialized experience which includes planning, coordinating, and corroborating information for new and established programs by reviewing cost analysis, justifications of resources, and/or execution of performance schedules; identifying and analyzing issues, developing recommendations that support operational efficiency; compiling cost estimates, providing written and oral reports/presentations in support of acquisition management and oversight actions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in any fields related to the position to be filled. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Specialized Experience GS-09: One year of specialized experience which includes assist in identifying problems, analyzing accuracy of data and making recommendations concerning the efficiency and productivity of program operations to improve the use of resources. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: A master's or higher level degree (including two full years leading to a Doctorate degree) from an accredited college or university in any field related discipline to the position being filled. (NOTE: You must attach a copy of your transcripts to your application package under the document type 'Transcripts' for verification of your education). OR Combination of Education and Experience: Some specialized experience as described above, but less than one year, and less than two full years of graduate-level education as described above. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education by 36. Add the two percentages. The total percentage must equal at least 100% to qualify.
