Duties

Serve as a Supervisory Air Traffic Control Specialist (ATCS) at a Level III Terminal. Responsible for the safe, orderly, and expeditious flow of aircraft within an approximate 45-mile radius of Fort Drum. Ensure controllers provide control instructions, air traffic separation, arrival and departure services to five airports, and flight assistance to military, and civilian aircraft operating under visual and instrument flight rules. Plan work assignments, sets priorities, and assigns work, including rotating controllers, through positions of operation. Perform controller duties, as required, and provides assistance to controllers during unusual or emergency, situations, including cooperation with law enforcement agencies. Prepare detailed documentation of events, accidents, emergencies, equipment outages, bomb threats, traffic counts etc. on appropriate Department of Army forms and implements necessary notification procedures. Evaluate operational effectiveness of facility systems, subsystems, and equipment to include recording and reporting of outages and actions taken to correct any discrepancies during the shift. Ensure equipment is fully operational, properly aligned, and meets required criteria for control of air traffic. Perform duties as Tower Controller.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Applicants must be able to meet and maintain personal physical fitness/medical qualification standards in accordance with AR 40-501 and AR 40-8 pertaining to air traffic control.
• This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
• This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
• The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
• This position is subject to one year probationary period.
• This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
• This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.
• This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
• Must complete the Wheeler-Sack ARAC and Tower training programs and attain qualification and certification in each facility to remain employed as GS-2152 (T) at Fort Drum.
• Applicants must be able to meet and maintain personal physical fitness/medical qualification standards in accordance with AR 40-501 and AR 40-8 pertaining to air traffic control.
• Air traffic control specialists must possess or obtain, within uniformly applicable time limits (154 days in accordance with AR 95-2), the facility ratings required for full performance at the facility where the position is located.
• Must be facility-rated and certified by the Army and Federal Aviation Administration in both the Wheeler-Sack Army Airfield Army Radar Approach Control and Air Traffic Control Tower, and must remain current in the knowledge of basic meteorology
• air navigation (to include types and uses of aids to air navigation), air traffic control, and communication procedures, rules, and regulations governing air traffic control (Continued below)
• Remain current in procedures peculiar to the Wheeler-Sack Army Airfield local flying area.

Assuring vertical, longitudinal, or lateral separation of aircraft traveling in assigned airspace sectors; 3.) Performing tower control functions in accordance with Aviation guidance such as Federal Aviation Administration, Department of Defense, and Department of Army rules and regulations; 4.) Informing adjacent air traffic facilities via automated messages or telephonically of changes in aircraft routing, destination, altitude, time revisions, aircraft equipment malfunctions, and changes in navigational aid or radar status, unusual weather, and traffic conditions which might cause delays or route changes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). In addition to meeting the specialized experience requirement above, applicants must also be a graduate of a DoD component or FAA approved formal Air Traffic Controller school and possess Air Traffic Control Specialist (ATCS) and/or Control Tower Operator (CTO) certification.
