You will serve as a Program Manager in the Department of the Navy COMPACFLT, Pacific Missle Range Facility, Deputy Technical Director of PACIFIC MISSILE RANGE FACILITY.

Duties

You will serve as Deputy to the range Technical Director. You will provide command direction, guidance and supervision for all range scientific, technical, and administrative activities. You will be responsible for planning and execution of range administrative, management, and technical functions. You will perform the full range of supervisory personnel management functions, authorities, and responsibilities in directing work of subordinate staff including evaluating subordinate supervisors and reviewing evaluations You will perform the full range of supervisory duties for a staff of GS-9, GS-11, GS-12, and GS-13 employees. You will serve as Deputy Technical Director on behalf of the range Technical Director on all matters pertaining to the daily operations of the Pacific Missile Range Facility (PMRF). You will provide technical oversight, coordination and integration of multiple functions (to include budget management, performance monitoring, and contract management) relative to programs, briefings, correspondence and liaison.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Program Management Level II (Intermediate). Certification is required within 24 months of appointment.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Must have in-depth knowledge of program management that includes project planning and execution, systems acquisition and integration, configuration management, lifecycle sustainment, budgeting, and technical direction and monitoring; 2) Ability to direct, manage and supervise scientific, technical and administrative activities, and exercise a high degree of professional competence in formulating policies, developing technical and management plans, and making decisions on critical and complex range operations; 3) Ability to influence and impact other DOD and Government agencies, and industry while directing multiple program segments that include current and future capabilities and operations for a diverse DOD range mission; 4) Knowledgeable on DOD contracting requirements as applicable to the technical aspects for meeting range mission requirements, and the day-to-day oversight of the contractor performance; 5) Demonstrate excellent verbal and written communication along with the ability to delegate effectively.
