This position is part of the Manpower Requirements Division within the Financial Management Directorate (FMD) of Washington Headquarters Services (WHS). The division is responsible for offering expert advice to leadership and resource owners on managing manpower and organizational structure to ensure the optimal allocation of scarce manpower resources. The department is tasked with implementing policies, guidelines, processes, and procedures for quantifying and documenting manpower.
Duties

Incumbents typical work assignments may include the following:
- Analyzes and evaluates the effects of continuing changes in financial program plans.
- Provides interpretation of financial reports and other resource management information to ensure that financial management, manpower, and accounting systems produce accurate results, and meet legal requirements.
- Provides financial advisory services for assigned segments of the WHS budget.
- Serves as a technical point of contact for WHS used financial systems.
- Contacts reporting components as needed to obtain explanation of unusual deviations and variations in reported data, particularly expenditures which must be reconciled with to the Fund Balance with Treasury at the transactional level.

- This position is designated as a Testing Designated Position (TDP) under the civilian drug-testing program.
- May be required to work other than normal duty hours, which may include evenings, weekends, and or holidays and/or overtime.
- May require occasional travel away from the normal duty station on military or commercial aircraft.
- Requires a Financial Management Level II, or working toward this certification, as part of the DoD FM Certification Program defined in the National Defense Authorization Action (NOAA).

You may qualify at the GS-11 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-9 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to (1) analyzing and evaluating the effects of continuing changes in financial program plans, and on the accomplishment of the organization's budget and milestones; (2) applying and adapting standard accounting principles, theories, techniques, and procedures; and (3) resolving a range of financial problems.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
