The Office of Inspector General (OIG) is an independent office whose mission is to promote excellence, integrity, and accountability throughout the Department of Homeland Security (DHS). In our dynamic environment, the OIG conducts investigations, audits, evaluations, and inspections to enhance program effectiveness and efficiency and to detect and prevent waste, fraud, and mismanagement in DHS programs and operations.

Duties

This position is in the Data Services Division (DSD), Office of Innovation, Office of Inspector General (OIG), Department of Homeland Security (DHS). DSD seeks to identify and obtain important sources of internal and external data; promote the use of analytics and technical assessments in OIG audits, inspections, and investigations; and conduct projects to improve the efficiency and effectiveness of OIG's internal operations. DSD performs all activities related to the development of the DHS OIG Data Analytics Cloud System (DACS). DSD is responsible for assisting OIG program offices to leverage data and incorporate data analytics in all aspects of DHS OIG's mission to fight waste, fraud, and abuse. Being a Supervisory Data Scientist makes you a valuable member of the Office of Innovations You will serve as a technical expert in a wide variety of agency data management functions. Typical assignments include: Provides technical advice and guidance to subordinate staff for data analytics and support functions. Implements new and innovative approaches based on technical expertise and operating experience. Oversees and provides technical feedback on the planning and development of analytic support and proactive projects, risk models, and business intelligence tools that provide OIG personnel with access to analysis of DHS data. Provides recommendations and/or corrective actions to ensure adequate and appropriate analytical procedures are used in the protocols. Keeps staff informed of relevant developments in the fields of statistics and data science. Design, develop, and adapt mathematical, statistical, econometric, and other analytical solutions for our audit, investigation, research, and support functions. Identify relevant sources of information, both internal and external, which may include non -traditional datasets. Supervises personnel who perform support and proactive analytic projects, the results of which provide critical information to program offices, in alignment with organizational policies and procedures and best practices. Supervises, coordinates, and plans the work of staff, provides advice, counsel, or instruction; interviews candidates for positions; enhances career development of staff. Accountable for the success of data activities and for monitoring and evaluating progress towards meeting goals, adjusting objectives, work plans, schedules, and commitment of resources to meet project needs. Establishes processes to improve efficiency of analytic activities. Fosters internal and external organizational relationships to share knowledge and effectively communicate the role of the OIG and Office of Innovation. Collaborates with OIG Program Offices to identify and refine analytic needs and oversees the planning and coordination of project design. Prepares and presents ideas, concepts, methods, and analyses in a clear, logical, and convincing manner to diverse audiences with mixed technical abilities. Provides constructive feedback to subordinates and fosters an environment focused on professional development. Effectively develops written communications, such as memos, reports, contract budget projections, and fact sheets. Maintains open and timely communication with management and customers to clarify requirements as necessary and keep them abreast of progress, challenges, and changes to timelines, as relevant. Translates complex technical findings into an easily understood narrative (i.e. tell a story with data).

Qualifications

Basic Requirements: Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. or Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience. In addition to the Basic Requirements above, applicants must also meet specialized experience: To qualify for the GS-14 grade level you must possess one year of specialized experience at the GS-13 grade level performing duties such as: Demonstrated experience building, leading, coaching, and/or developing team members performing basic data analytics duties and advanced analytics techniques such as predictive modeling, machine learning, natural language processing, robotics process automation, and artificial intelligence; Mastery of scripted languages (such as R, Python, or SAS) Demonstrated experience gathering customer requirements, clarifying analytics-related objectives, and generating actionable recommendations for appropriate data analysis to answer business questions. Demonstrated experience managing and delivering data analytic services that involve cleaning data and conducting data matching, data analysis, statistical testing, and/or fraud analysis of large and complex data sets. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The qualification requirements listed above must be met by the closing date 09/20/2024of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
