You will serve as a HUMAN RESOURCES ASSISTANT (MIL/OA) in the Naval Medical Center of NMRTC SAN DIEGO CA.
Duties
You will serve as the liaison between command personnel (officer and enlisted, active duty and reserve) and the supporting Navy Pay and Personnel Support Center (NPPSC).
You will collect and prepare documents for submission to the appropriate NPPSC via Transaction Online Processing System (TOPS) in order to process active duty transactions related to items such as basic allowance for housing, basic pay, etc.
You will review key supporting documents to ensure they are authentic, accurate, and in compliance with applicable regulations, policies, and precedents.
You will review accounts and service records to identify errors/discrepancies to recommend corrective action for approval/release by the designated authority.
You will perform substantive reviews of military service records and conduct necessary research to determine eligibility for personnel actions and process actions by updating automated personnel data systems.
You will identify and correct inaccurate data in personnel systems, ensure projections and confirmations have been accomplished, and verify that required personnel actions are taken.
You will retrieve data from various information sources for use in answering questions, preparing correspondence, and developing reports/briefings.
You will provide customer service to active duty personnel on issues concerning military personnel and pay policies, procedures and requirements.
You will provide administrative and technical military personnel support for the active duty service members of the Command.
Requirements

- Must be determined suitable for federal employment.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Occasional travel is required within the commuting area to conduct training as needed at the medical/dental clinics.
- You will be required to obtain and maintain a current valid United States driver’s license and provide current registration and proof of insurance to drive a personal vehicle on government installations.
- In accordance with BUMEDINST 6220.9B, all personnel must receive and maintain appropriate vaccination against seasonal influenza.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-06 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience applying policy, regulation, and procedures related to pay, personnel and transportation entitlements of command active duty personnel;
Experience utilizing active duty personnel automated systems and databases (such as NSIPS, TOPS, MMPA, etc.) to research information to include but not limited to transactions such as BAH, FSA, CSP, special duty assignment pay, TSP, etc.;
Experience determining eligibility for various personnel actions through substantive reviews of military service records and necessary research; and
Experience providing in person, telephone, e-mail and correspondence administrative and technical military personnel support for the active duty service members of the Command.
