The primary purpose of this position is to provided quality assurance inspections, audits, observations and reporting of contractors performance on the B-52 Contractor Logistics Support (CLS) contract. Provides day-to-day command oversight of CLS contractor's performance in relation to trainer availability, trainer maintenance and hardware updates to ensure compliance.

Duties

Manage and execute command quality assurance oversight throughout the contract life cycle. Manage the overall surveillance of contractor's work performance through personal inspections for assigned contract. Evaluates contractor performance in areas such as maintenance and logistics support of computer systems and peripheral equipment; documentation; ground safety procedures and methods; troubleshooting, maintenance, repair, modification, and operation to ATDs; availability of required equipment and material and scheduling of simulator time. Interacts with private contractor and their representatives, technical experts, engineers, customers and their representatives, Contracting, Security Police, Civil Engineering and Squadron Commanders. Serves as contractually required Performance Monitor to provide inputs to and serve as a member of the A ward Fee Review Board (AFRB).

  • Work may involve uncommon or flexible hours including nights, weekends, and holidays to ensure surveillance of all contractor operations.
  • Work requires Temporary Duty (TDY) travel on civilian or military aircraft to attend conferences, meetings, receive training, etc.
  • The employee must obtain and maintain a Top Secret Security clearance with access to Sensitive Compartmented Information.
  • This position may be designated mission essential. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting, and remain on duty during phased or early release.
  • This is a designated drug testing position. The incumbent will be subjected to drug testing.
  • A pre-employment physical examination will be required.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Quality Assurance Series, 1910. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes experience that demonstrated a practical knowledge in monitoring, controlling, or maintaining the quality of products or services in quality assurance, procurement, inspection, production, or related areas. Technical working knowledge of B-52 aircrew training devices/systems including the Weapon System Trainer, Electronic Warfare Trainers, Cockpit Procedures Trainer, Offensive Station Mission Trainer, TSSC, and the configuration, operating characteristics, security and safety programs and maintenance, repair, and modification procedures for these systems. Skill in applying this knowledge to planning and developing quality assurance plans for evaluating contractors' performance is required. Comprehensive knowledge of quality assurance/control concepts, principles, and practices, and the skill to plan, develop, and implement quality assurance plans for contractor services on aircrew training devices/systems. Broad knowledge of Air Force and DOD acquisition functional responsibilities and procedures and the role of quality assurance to integrate and coordinate quality program efforts with other functional disciplines such as engineering, procurement, configuration management, training operations, logistics, and test and evaluation. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive and thorough knowledge of quality assurance principles, concepts and methodologies. Knowledge of and experience in Department of Defense (DOD) acquisition and life cycle management policies, procedures and practices. Specifically must understand the interrelationships of the SOW, Systems Specification, Clauses, Attachments, etc. with relationship to Contract Data Requirements List, contractor written procedures, AFI's, F ARs etc. Knowledge of aircraft systems and operational procedures to determine adequacy of training system modifications to ATDs, which meet the standards of performance outlined in the applicable Training Task List. Knowledge of maintenance standards for rework, repair and standard repair procedures to include documentation of all work. Knowledge of maintenance standards for drawings and specifications for maintaining the integrity of baseline configuration of ATDs. Possess good command of the English language and have excellent communicative skills: verbal, reading and writing and be computer literate. Broad technical and management skills to effectively monitor contractor compliance with contract requirements and to determine acceptable delivery of service, resolve complaints or discrepancies and recommend corrective actions. Skill to identify and analyze trends of compliance and noncompliance during contract performance. Skill to identify process used by the contractor to comply with contract requirements. Ability to communicate effectively on operational and support matters with command, base, and unit agencies and on contractual matters with the Defense Contract Management Agency. Must possess the attribute of inventiveness; initiative and originality with administrative potential and organizational ability to plan and reprioritize work to meet changing deadlines. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
