About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Eisenhower, Georgia.

Duties

Serves as the Equal Employment Manager for the U.S. Army Cyber Command (ARCYBER) and Joint Force Headquarters – Cyber (JFHQ-C). Serves as an Alternate Dispute Resolution (ADR) program manager and expert in counseling and mediation as applied to a variety of workplace disputes. Responsible for technical and authoritative advice and consultation to Deputy Assistant (DA), Executives, Commanders, and Equal Employment Opportunity (EEO) Officers. Ensures compliance with governing federal personnel laws, regulations, Equal Employment Opportunity Commission (EEOC), DOD and DA regulations. Exercises the full range of supervisory and personnel management authority over subordinate personnel. Ensures workforce and job applicants are cognizant of the EEO processes, protections afforded, related policy statements and reasonable accommodation procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Appointment to this position is subject to a three year probationary period unless the appointee has previously met the requirements as described in DoDI 1400.25 V3005, Cyber Excepted Service, Employment and Placement.
  • Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
  • Must be able to obtain and maintain a Top Secret with access to SCI Security clearance.

Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by assisting with resource management for Equal Employment Opportunity (EEO) Programs, helping to determine manpower, budget, and equipment; researching Federal EEO policies, laws, and regulations, along with relevant appeal court decisions, sufficient to deal effectively with a myriad of EEO problems; advising on high-level policies and practices including appeals and grievances, labor relations, position classification, training, and recruitment and placement; and participating in short- and long-term planning performed by management to assure that EEO considerations are fully integrated into day-to-day operations.
