Qualifications

To meet the minimum qualifications for this position, you must meet either the education or experience qualifications.To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include: Experience in planning, analyzing, and implementing consumer market research (qualitative and quantitative) to develop and execute strategic advertising campaigns. Experience in developing and executing advertising and marketing campaigns that include television, radio, social media, earned media, and digital platforms. Experience working with external advertising agencies to create and implement marketing and advertising campaigns. Experience in developing and executing a marketing and advertising budget. To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge in developing and executing successful marketing and paid and social norming advertising campaigns that showcase the ability to plan, implement, and analyze consumer market research, and develop and implement strategic marketing and advertising efforts. Knowledge in project management skills – the ability to schedule, manage, monitor, deliver, and complete projects on time, effectively, and efficiently within budget. Ability skills to write, edit, and communicate accurately and clearly through writing, video, audio, oral presentations, digitally, and other materials to transmit information.
