Serve as the Chief Library Services Librarian for the VA Caribbean Healthcare System, and as such, serves as a Library/Knowledge Manager directing and managing the operational and strategic development of the Library/Knowledge services offered to customers (Veterans and Staff) within the expansion of the main facility and in support of other ten outpatient clinics. The Library/Knowledge Services Center is divided in one Health Sciences Library and one Patient Education Resource Center Library.

Duties

Duties consist of the following, but are not limited to: Administers, manages and operates the library facilities, library programs, services, resources, and personnel for the Library Service at the VA Caribbean Healthcare System. Plan and assign work to be accomplished by subordinates based on priorities, set and adjust short-term priorities, and prepare schedules for completion of work taking into consideration the difficulty and requirements of assignments, and the capabilities of employees. Determines, develops, reviews, approves, implements, and evaluates the scope and extent of library programs, services, and goals to facilitate effective and efficient operation of library services through the development of program policies, guidelines, and operating procedures. Oversees and monitors each library program, assuring their alignment with the organizational mission, establishes workload priorities within established time frames, and relocates staff and resources as needed. Establishes performance monitors individualized by employee, and creates productivity reports that are used to support organizational awareness of the Library service impact and contributions. Give advice, counsel, or instruction to employees on both work and administrative matters. Hear and resolve complaints from employees and resolve group grievances or serious employee complaints. Interview candidates for positions in the service, recommends appointment, promotion, or reassignment to such positions. Making or approving selections for subordinate nonsupervisory position. Acts as the subject matter expert in library subjects, including in assessing and weighting the value of health care scientific literature to support patient care and research projects. Oversee the efficient operation of the Library/Knowledge Services Center developing measurable goals for the Library/Knowledge Services Center. Serves VA Staff by responding to inquiries that require research on material of reference, including scientific, clinical and administrative topics, in support of employee development and education. Plans course and teach library users on new resources available, how to use new databases, etc. when new resources are acquired or as requested. Creates partnering alliances with OIT that allow the operations and troubleshooting of web-based platforms that support the Library/Knowledge Services. Establishes and monitors MHV performance goals and activities, in support of Veterans Health national efforts dedicated to health literacy, access to care and Veterans experience. Selects and acquires new materials for the Patient Education Resource Center (PERC) Library based on users' needs, appraisals, feedback and data collected, VA initiatives and/or the implementation of new programs. Selects and acquires new materials for the Health Sciences Library based on data and assessment that provides feedback on utilization, criticality to the mission, costs, scholarly work, clinical support, medical programs or VA initiatives, using the professional expertise. Appraises collection holdings annually to drop out-of-date or obsolete texts, replaces editions and incorporates new titles that update medical subjects maintaining a collection that corresponds to the best quality of patient care, training, and continuous medical education programs. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024. Preferred Experience: Knowledge and experience to manage a Library Service in a large healthcare facility. Knowledge of the principles, concepts, and techniques of library science. Ability to supervise, motivate and lead a diverse workforce. Ability to analyze, plan, develop and execute library programs and projects. Ability to provide consultation or liaison duties. Knowledge of integrated library systems, library applications, and other information technologies. Ability to provide training. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements Basic Requirements: All librarians must meet the requirements for professional education in library science or possess equivalent experience and education. Applicants must meet the requirements specified in paragraphs A or B below. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree; or A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Administer, manage and operate library facilities, library programs, services, resources, and personnel; Develop, request and advocate for an operational budget; Determine, develop, review, approve, implement, and evaluate the scope and extent of library programs, services, and goals to facilitate effective and efficient operation of library services; Hands on experience in areas of management, library automation, general and medical reference, information and delivery systems, collection development, purchasing and acquisitions, cataloging and classification of print and non-print materials, and patient health education; oversee the evaluation, selection, acquisition, cataloging, classification, and circulation, and the processing of collection materials; Develop performance standards.
