The incumbent serves as the Business Services Specialist within the ALBUQUERQUE NEW MEXICO STATE OFFICE Natural Resources Conservation Service (NRCS), Assistant State Conservationist for Management and Strategy (ASTC-M&S) unit. The incumbent performs duties and assignments in support of business operations and administrative services necessary to accomplish the mission responsibilities.

Duties

Provides support, and guidance in planning, managing, coordinating, evaluating, and reporting on a variety of business operations and locally-based administrative services. Functions as the point of contact on various business operations and administrative functions, including Civil Rights and Ethics, Safety Officer, FOIA requests. Coordinates the administration of facility services including cleaning and pest control; coordinates physical security for buildings, warehouses, and other structures. Coordinates the property management operation for the organizational component. Participates in conducting internal reviews and studies to evaluate the effectiveness of management practices and procedures. Functions as the Pathways Coordinator, reviewing intern requests, and providing training and other informational materials. Coordinates the implementation of Federal, USDA, and NRCS Fleet initiatives. Exercises responsibility for overseeing and managing various business operations and administrative services.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled (i.e., 52 weeks at GS-11 for GS-12) Specialized Experience for the GS-11: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component. Examples of specialized experience include: Performing administrative duties supporting natural resources conservation programs; Coordinating a variety of business and administrative services to support day-to-day operations; Coordinating procurement and purchasing; Coordinating fleet initiatives; OR Substitution of education in lieu of specialized experience for the GS-11 level: 3 year(s) of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in Business, Business Administration, Procurement, Finance, Mathematics, Economics, Accounting, Marketing, Psychology or related degree; OR Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy. Specialized Experience for the GS-12: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service performing business and administrative support services for programs, operations, and mission responsibilities for an organizational component. This experience includes: Performing administrative duties supporting natural resources conservation; Managing a variety of business operations and administrative services to support day-to-day operations; Serving as the business and administrative services point of contact and/or representative; Coordinating procurement and purchasing; Coordinating fleet initiatives; Analyzing management, analytical, and operational activities and special projects designed to improve business operations and administrative services. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
