This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), in the VA Medical Center (VAMC) of Salem, Virginia. The position serves as a Motor Vehicle Dispatcher located in the Motor Pool Office which is part of Grounds and Transportation, Facility Management Service. The purpose of this position is to provide a full range of transportation services for medical facility employees and veterans.

Duties

Establishes priorities, works under pressure and with close schedules to meet the needs of Veterans and staff in a timely manner through the proper utilization of a vehicle fleet. Schedules and dispatches drivers and vehicles for patient transportation. Schedules and dispatches vehicles for medical center staff to include assigning vehicles based on length and purpose of trip, and passenger requirements; checking driver credentials; issuing keys and record sheets; ensuring trip information is recorded; and investigates overdue vehicles. Plans, schedules and records vehicle repairs and preventative maintenance actions. As necessary, coordinates vehicle repairs with the GSA Maintenance Coordinator to ensure vehicles are kept to a high standard of readiness. Schedules and coordinates vehicle returns and pickups with the GSA Fleet Management Center. Gathers, inputs, maintains and produces recurring reports using databases and vehicle fleet unique reporting tools and share-points. Consolidates information for various reports in­ accordance with established procedures and deadlines. Provides input on the current fleet distribution and maintenance status to the Transportation Supervisor. Performs duties as a Government Purchase Card Holder to include complying with Federal and VA acquisition regulations; inputting purchase card orders into the V A's Integrated Funds Distribution, Control Point Activity, Accounting and Procurement (IFCAP) system; reconciling charges within established time limits; resolving disputed charges; and maintaining necessary documentation. Controls and maintains record keeping for GSA Credit Cards, and reconciles accounts for cards assigned to all vehicles. Performs semi-annual inventories to ensure all cards are accounted for. Operates a computer, peripheral equipment and appropriate software to perform various computer operations in support of office operations. Types, edits and prints a variety of correspondence, technical reports and similar material in accordance with established guidelines and procedures. Consistently communicates and treats customers (e.g., Veterans, their representatives, visitors and all VA staff) in a courteous, tactful and respectful manner. Must posses a valid state driver's license. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/18/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-05 position you must have served 52 weeks at the GS-04. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: scheduling and dispatching drivers and vehicles for patient transportation and staff; assigns vehicles, issue keys, record sheets, credentials drivers; maintains records of mileage, fuel used, repairs, and expenses; coordinate with Fleet Management Center, scheduling vendor's shops for repairs/equipment, updating Comprehensive Automotive Reporting (CAR) database and Federal Automotive Statement Tool (FAST) reports; preparing Trip Tickets. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have four (4) years above high school. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education four years beyond high school. Physical Requirements: The work is primarily sedentary; however, some walking, bending, or stooping may be necessary. May be required to assist co-workers in loading and un-loading patients, equipment, and/or supplies that may weigh up to 100 to 300 lbs. Work requires extended periods of upmost concentration and attention to details. Mental demands are high. Work requires good coordination and normal physical condition, manual dexterity and hearing/visual acuity. Work Environment: Work is performed primarily in an office setting; but at times may be assist driver with loading and unloading in outside loading areas.
