The Electronic Engineering Technician is located in the Engineering Service, at VHA, Richard L. Roudebush VA Medical Center, Indianapolis, Indiana. The incumbent works with a high level of independence, with little or no technical guidance received from the Supervisor. Provides clinical and administrative support to staff, patients, and administrators for all matters of concern relating to the facility wide lifecycle management of non-patient care electronic and physical security equipment.
Duties
Duties include but are not limited to:
Prepares Test Items; Adjusts/Operates Equipment; Records Readings
Determines characteristics, capabilities, and limitations and performance of conventional systems.
Analyzes data for evidence of improper function. Determines cause of malfunction.
Lifecycle management of all non-patient care electronic and physical security systems such as radios, security cameras, panic buttons, and physical access controls to include physical and network support
Coordinates and works effectively with other facility support departments including but not limited to Engineering Service, Office of information Technology (OIT), Patient Safety, Sterile Processing Service (SPS), Supply Chain Management (SCM), Contracting, Informatics, and Environmental Management Service (EMS).
Coordinates incoming inspections, regular and unscheduled maintenance, and planning for end-of-life replacement in conjunction with clinical services or administrative services. Utilizes common test equipment including, but not limited to patient simulators, pulse generators, network analyzers, test phantoms, electrical safety analyzers, oscilloscopes, and multimeters.
Project Oversight & Management
When a contract is issued by the Contracting Officer (CO) and the incumbent of this Electronic Engineering Technician (EET) position is designated as the Contracting Officer's Representative (COR) for this particular project, he/she will initiate all required correspondence pertaining to supplemental agreements, specification changes, etc.
As assigned, will superintend, and inspect construction work, purchase, and hire work, and station project work to assure conformance with plans, specifications, and applicable codes. Maintains timely progress records, logs, reports, and documents.
As assigned, functions as a COR and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (VA Form 6550, Independent Government Cost Estimate (IGCE), etc.) and to oversee vendor work.
Prepare project documents for submission to the Network requesting authorization and funding. This includes detailed project description; justification; selection methodology analysis, prioritizing, and scoring; workload and space criteria analysis; environmental impact analysis; estimating project costs, including technical services, construction, impact, equipment, recurring and non-recurring expenses, and contingencies; and other documents necessary to support the validity of the project.
May be tasked with leading and managing installation or upgrade projects for non-patient care electronics and physical security systems. This includes but is not limited to pre-implementation planning and coordination with end users, vendors, and other onsite support staff (OIT, Informatics, SPS, etc.)
Creates Designs and Specifications to Satisfy Requirements
Designs moderately complex and novel items of equipment. Items do not have critical performance requirements that are difficult to satisfy.
Professional engineers and scientists provide purpose of equipment, basic requirements of form, size, weight, structure and performance, and pertinent technical data. Professionals also suggest possible design approaches.
Work Schedule: Full Time, 7:30am - 4:00pm; hours negotiable
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS11 position you must have served 52 weeks at the GS09. The grade may have been in any occupation, but must have been held in the Federal service. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS10 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Utilize practical knowledge of a wide range of technical methods, principles, and practices relative to the Electrical field to prepare contract packages which includes statements of work, estimates, and specifications for electrical maintenance; knowledge and experience with common construction law and government contracting regulations and procedures; knowledge and experience with VA, federal, state, and local building codes, standards, and regulations, including various national codes and standards such as National Electrical Codes. Knowledge and experience with various construction trades, practices, materials, and methods. Must be willing and able to complete Facilities Engineering and Construction (FE/C) training within one year of appointment.
Quality Ranking Factor/Preferred Experience: knowledge, experience, and training required as a certified Contracting Officer's Representatives (COR), which includes successfully completing Cor Level 1 training. Must be able and willing to complete COR Level 2.

Physical Requirements: The work is mostly sedentary; however, the incumbent must be physically able to climb, crawl, walk and stoop. Work is frequently performed in the cramped and awkward positions. Such work shall require the use of all limbs, a strong back and legs along with good coordination, and balance. Good eyesight, color and depth perception are also requisite to being able to perform at an optimum level. The work may also require being exposed to the elements. Some work may require some physical exertion long periods of standing, walking, bending, climbing, and crawling in or around the facility and construction sites, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. The EET exercises physical effort in the performance of duties that may include lifting and carrying objects weighing up to 50 pounds. Work hours can vary from the norm, depending upon the circumstances surrounding project performance, which can entail night, weekend, and/or extended work hours.
