The VA Greater Los Angeles Healthcare System is seeking a Program Specialist within the Ambulatory Care Services.

Duties

Program Planning Provides basic quantitative and qualitative analysis and evaluation concerning operations in meeting established goals, measures, and objectives. Develops and implements long and short term policies, plans, and standards of care, ensuring the integration of internal administrative and clinical policies, regulatory and accreditation requirements, and the effect of the policies on care in the community and other external entities. Plays a significant role in the research and development of programs, that are new and innovative, or in improving the effectiveness and efficiency of current programs. Program Analysis Utilizes knowledge of health care quality management and performance improvement principles in the development of performance improvement plans, patient care audits, and the coordination of outcomes related to organizational and functional relationships. Develops proposals, as well as evaluating outcomes, for cooperative programs with other services lines and institutions, developing and coordinating new initiatives for the service. Responds to managements need for improved databases, statistical analysis and more efficient reporting methods by determining ways to apply computer capabilities to appropriate work records and administrative operations. Program Consultation/Liaison Provides training and orientation on policies, procedures and performance measures. Promotes good relations with Veterans Medical Center staff, stakeholders, unions, congressional delegations, and Veterans groups. Meets the needs of customers while supporting VA missions. Administrative Supervision Manages two community-based outpatient clinics. Recruits and hires subordinate staff members in line with merit staffing procedures and equal employment opportunity guidelines. Evaluates the work performance of subordinate staff members and recommends appropriate awards to enhance effective performance or takes action to deal with inadequate performance, through counseling, training, coaching and other means. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/13/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Gathers and organizes narrative and statistical information using established methods, techniques, and precedents such as questionnaires, interviews, reviews of databases, and comparisons of past, present, and related administrative functions; Collects and analyzes data for the purpose of business planning and management cost studies, and performs studies of service programs, analyzing information to determine costs of delivering services in established and/or proposed programs; Reviews completed work of the staff and provides feedback to encourage top performance to enhance an atmosphere of teamwork in the Office; Communicates and treats customers in a courteous, tactful and respectful manner; Develops and implements long and short term policies, plans, and standards of care, ensuring the integration of internal administrative and clinical policies, regulatory and accreditation requirements, and the effect of the policies on care in the community and other external entities. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is generally sedentary. It may involve some walking, standing, bending, or carrying of light items. Stamina and concentration to meet crucial deadlines is required. There may be a certain amount of pressure due to time constraints. There is extensive use of computer systems. Requires flexibility as to travel and attendance for OM, ACGME and at meetings at the affiliate related to this position.
