The primary purpose of this position is to serve as an engineering technician, performing design and construction management duties in support of the military installation and supported customers.

Duties

Performs cradle-to-grave design and construction project management of multiple assigned projects. Maintains surveillance over construction contractors to ensure overall compliance with contracted specifications, schedules, etc. Coordinates projects with other project managers, engineers or architects, A/E firms, Joint Base Mission Partners and base agencies. Keeps abreast of emerging technologies to ensure programmed development will not prematurely become obsolete. In conjunction with the primary duty of design and construction project management, on a less frequent basis performs work in the programming/base development, design, and/or operations and maintenance (O&M) functions. Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

  • Must be able to obtain and maintain a Secret Clearance
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Technical and Medical Support Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes practical knowledge and ability applicable to a wide range of engineering (civil, mechanical or electrical) rules and operations for projects involving specialized or complicated procedures requiring substantial experience or training in methods and practices of drafting techniques sufficient to produce and/or review engineering drawings and plans involving original, novel and/or complex designs; Knowledge of state and local jurisdictions over the use of land and natural resources, the construction of facilities and utilities, and the distribution of utilities services; Comprehensive knowledge of the installation/command mission and organization; Knowledge and experience is required to exercise judgment to interpret drawings, plans and specifications and take action or make recommendations based on preliminary data interpretation or analysis; Knowledge and experience in using standard mathematical formulas to make computations; identify and correct deficiencies; and prepare and present reports. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. General and practical knowledge of engineering concepts (civil, mechanical or electrical), methods, principles, and practices and familiarity with other engineering disciplines (architecture, structural, utilities etc). 2. Knowledge of engineering and construction standards, means, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and standard contracting regulations, practices, and procedures as they apply to construction management. 3. Knowledge of automated data processing concepts, systems capabilities, and economic usage to effectively analyze, identify problems, and create documents and packages sufficient to accomplish assigned functions. 4. Knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders. 5. Ability to plan, conduct, and record site/facility surveys and inspections. 6. Ability to plan and organize work; analyze, interpret, and apply rules, regulations, and procedures in a variety of situations; recommend timely and economical solutions; coordinate with other engineering disciplines and architects; communicate effectively both orally and in writing; and maintain good working relations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
