You will serve as a Information Technology Specialist (INFOSEC) administering and maintaining a multitude of cyber protective tools, to include but not limited to: Network and Host Based Intrusion Detection/Prevention Systems (IDS/IPS), Web and Email traffic proxies/filters, and Security Event and Incident Management (SEIM). This position is located in Suitland, MD in the HOPPER GLOBAL COMMUNICATIONS CENTER.

Duties

You will assess information to determine threats against the organization and recommend appropriate countermeasures. You will provide meaningful security event metrics based on all security and other applicable policies with a minimum of false positives. You will create content, correlate events and mine data, through either creating custom scripts or utilizing GUI interfaces, for overlooked attack vectors/unknown vulnerabilities. You will provide technical assessments of possible intrusions and exfiltrated data. and you will create and work security event tickets based on discovered incidents. You will lead the development and improvement of security tool signatures based on both commercial and classified intelligence reporting. You will provide timely and actionable sanitized intelligence to cyber incident response professionals as well as leverage technical knowledge of computer systems and networks with cyber threat information to assess the agency’s security posture.

  • You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
  • This position requires a periodic polygraph examination.
  • This position may require a 2-year DCIPS trial period requirement.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 511 within 12 months of appointment.
  • Incumbent must meet qualification requirements of the specialty area assigned as delineated in Appendix 4 of SECNAV M-5239.2.
  • This position is eligible for situational telework at the discretion of management

Qualifications

For this position, individuals must have IT-related experience demonstrating each of the four competencies listed below. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the four competencies listed above, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level in the Federal service or equivalent experience in the private or public sector performing the following duties such as: 1) Participating in the technical incident response, investigation, and remediation of suspected breaches of computer security, from identification to post-incident activity; 2) Performing digital forensics to uncover violations of security and/or applicable policies, and preparing reports of forensic findings; 3) Researching and recommending hardware/software enhancements or replacements to meet current and future cyber security requirements; 4) Collaborating with team members, cyber threat analysts, security, legal, Enterprise operations, and other IC member agencies to identify, report on, and coordinate remediation of cyber threats to the agency.
