About the Position: Incumbent for this position serves as the Resident Engineer and Administrative Contracting Officer (ACO) with direct responsibility for establishing the Resident Office mission goals within District guidelines, and the overall management. Directs the full range of field and office engineering functions, delegating responsibilities for Resident Office management, contract administration,quality assurance, and budget monitoring to subordinates within the organization.

Duties

Implements controls to assure changes to projects reflect commitments to customers and partners on cost, quality, and schedules. Administers the planning, organizing, coordination, and formulation of operating policies, and directs the various activities of the Resident Office involving responsibility for control of construction operations and contract administration. Monitors construction fiscal progress, analyzes deviations and problems, and develops solutions to assure commitments are met. Directs the preparation, compilation, review, analysis, and submission of all project data required for the District's budget as it relates to the Resident Office. Provides management oversight and direction for executing the construction management requirements on the Project Management Plan (PMP). Directs the review of plans and specifications for consistencies and to ensure that they are adaptable to the site and other conditions, and the review of shop drawings for conformance with design in the contract plans and specifications. Supervises a staff of project engineers, subject matter experts, construction representatives, civil engineering technicians, quality assurance testing laboratory, and administrative and support team members.

• This is a Term position scheduled to last 3 years. A term position may be extended to a maximum of six years depending upon the needs of management.

• Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.
• This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.

Additional information about transcripts is in this document. Engineer Basic Requirement: If you are applying as an Engineer you must meet one of the following: A. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (Transcripts MUST be submitted with your application package) B. Registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. Successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. Eligibility is limited to positions that are within or closely related to the specialty field of the engineering technology program. (Certificate MUST be submitted with your application package.) D. Successful completion of at least 60 semester hours or 90 quarter hours of courses in the physical, mathematical, and engineering sciences and in engineering that included courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A above. Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, architecture, computer science, mathematics, or electronics, may be accepted in lieu of a degree in engineering, provided you have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. (Transcripts MUST be submitted with your application package) Architect Basic Requirement: If you are applying as an Architect you must meet one of the following: A. Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. In addition to meeting the Basic Requirements described above, applicants must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service. Specialized Experience for GS-14 In addition to meeting the Basic Requirements described above, applicants must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes: planning, organization, selecting and assigning key personnel, and determining organizational space requirements for operations; supervising and directing various construction programs pertaining to planning, inspection, contract administration, and construction service activities; developing policies, methods and procedures to expedite construction work to meet overall schedules for the various programs; maintaining close contact with internal and external stakeholders, contractors, and other government agencies in order that work may be coordinated and joint efforts unified to effectively execute the construction program. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
