The primary purpose of this position is to plan, direct, manage, lead, and ensure DeCA is in compliance with federal records management laws, regulations and policies. The incumbent in this position reviews the work of junior records staff, and provides guidance to junior records management liaisons. The incumbent also serves as the primary Information Management Control Officer (IMCO) contact for Department of Defense (DoD) Information Collections.

Duties

Provides technical oversight in leading projects and studies for the compliance and improvement of the DeCA RIM. Information Control programs. Serves as the Senior Records Management advisor to high level senior leadership. Manages and supervisor with the responsibility for leading, planning and managing the enterprise records management program Formulates and oversees the implementation of the RIM Program. Provides advisory service to functional users. Creates efficiencies by analyzing and providing recommendations on using automated tools, systems and technology. Modernize records management functions and business processes. Interprets policy and formulates procedures on records and information management and the use of records management tools. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0308 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify. When using education to meet qualifications you must submit transcripts. See Required Documents for more information. Experience: One (1) year of specialized experience at the GS-11 grade level (or equivalent) by the closing date of this announcement. Experience can be under other Federal service pay systems, private sector, or military. Examples of qualifying experience include: Establishes, approves, and monitors, designs and implementation of electronic record-keeping systems. Knowledge of Federal laws, NARA policies and procedures relating to records management and information control programs. Training requirements, creating, conducting or coordinating RIM. Researches, recommends, works to implement and monitor electronic and computer-based records systems. Knowledge of existing and emerging technologies associated with record creation and storage. Monitors the operations of new records management systems. Knowledge of records and information systems integration. Physical requirements: Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences away from the work site. Incumbent may carry light items such as papers, books, or small parts. The work does not require any special physical effort.
