About the Position: This vacancy exists in Program Executive Office Combat Support &Combat Service Support (PEO CS&CSS), in the office of the Project Manager Expeditionary Energy & Sustainment Systems (PM E2S2), located in Fort Belvoir, VA. PEO CS&CSS leads the development, systems integration, acquisition, testing, fielding, sustainment and modernization of critical combat enabling systems across the Army's Transportation,Quartermaster, Ordnance and Engineer portfolios.
Duties
Leads/performs work to develop baseline cost estimates for complex systems.
Designs cost estimate plan and constructs mathematical models required to calculate and evaluate variables and relationships affecting life cycle cost for research and development, investment and operating phases of assigned system(s).
Leads and directs a variety of studies to develop, review, validate, maintain, present and defend PM/PEO/DA positions on varying aspects of life cycle costs for assigned programs.
Develops cost estimating policy and procedures.

- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Business-Cost
Estimating, - Practitioner) certification within 60 months as of entrance on duty.
- The position is Non-Critical Sensitive requiring a Secret security clearance or the incumbent must be able to obtain and maintain a Secret
clearance.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- This position has a Temporary Duty (TDY) or business travel away from your permanent duty station requirement of up to 25% of the time.

Individual Occupational Requirement (IOR):
The 1515 occupational series has specific education requirements that apply to all positions. In addition to the required experience listed above,applicants must also meet at least one of the two individual occupational requirements (IOR) listed below (A.- B.) to be considered qualified for this position. To meet the education requirements, you must have:
A) A Degree in Operations Research.
OR
B) A Degree with at least 24 semester hours in a combination of operations research, mathematics,probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Note: A copy of your transcripts must be uploaded with your application package. Transcripts must show the"degree awarded/conferred" date to qualify.
In addition to the basic education requirements for the disciplines identified above, applicant must also have at least one year of specialized experience at the NH-03 (GS-13 or equivalent) level in the Federal Service.
Specialized Experience: In order to qualify based on experience your resume must describe, at least one year of specialized experience at the NH-03 (GS-13 equivalent) level in the Federal Service that includes: (1) developing baseline cost estimates for the complex design of acquisition systems; (2) analyzing funding requirements for budget input (i.e. cost analysis and estimation, life cycle cost estimates, business case analyses/cost benefit analyses, etc.); (3) Preparing and defending cost comparisons to ensure project costs do not exceed budget (e.g. Analysis of Alternatives (AoA), Cost Benefit Analysis (CBA), or Economic Analysis); and (4) directing various functional areas of cost estimating, economic analysis, cost validation, portfolio analysis, operational effectiveness modeling, modeling, simulation, analysis and evaluation for assigned program(s). This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (NH-03 or GS-13 equivalent).
