About the Position: U.S. Army Institute of Surgical Research (USAISR), a DHA Research & Development (R&D) asset, is collocated with the San Antonio Military Medical Center (SAMMC), Fort Sam Houston, Texas.
Duties
Provide administrative support to the Institutional Animal Care and Use Committee (IACUC).
Schedule IACUC meetings, ensures a quorum, prepares meeting agendas, submits documents for committee review and records meetings.
Provide member training, and tracks appointment expirations and due dates for refresher training.
Review animal research protocols and supporting documents for accuracy and completion.
Create and revise research forms and provide forms and regulatory guidance to research staff.
Create and review ACUC and Command research policies.
Participate in and provide oversight of post approval monitoring of research studies.
Schedule and organize internal and external inspections.
Oversee correction of deficiencies and provide reports to Commander.
Maintain a training program for research staff and tracks completion.
Prepare and provide guidance for animal protocol submissions and addendums.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a Background Security Investigation.
- Extended Probationary Period: The length of the probationary period for the Administrative (DJ) Occupational family will be two years.

MINIMUM QUALIFICATIONS:
Specialized Experience: One year of specialized experience which includes:
1) Experience conducting training on animal care.
2) Experience implementing regulation to ensure animal care and use program are in compliance with guidelines.
3) Experience coordinating program review and inspections to ensure proper procedures and protocols are followed.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (DJ-02/GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in quality assurance, statistics, mathematics, production management, industrial management, computer science, engineering, engineering technology, physical sciences, textiles, or other fields related to the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Its mission is to provide requirements-driven combat casualty care medical solutions and products for injured service members, from self-aid through definitive care across the full spectrum of military operations; provide state-of-the-art trauma, burn, and critical care to Department of Defense beneficiaries around the world and civilians in our trauma region; and provide Burn Special Medical Augmentation Response Teams.
ISR is participating in an alternative personnel system known as the Personnel Demonstration Project (PDP). The
DJ-03 payband is equivalent to the
GS-11 step 1 to GS-12 step 10 level. In keeping with the Demonstration pay fixing policies, employees earning a salary that falls within this payband equivalent, may not receive an immediate pay increase (promotion) if appointed to this position. Future pay increases within the payband will be accomplished through the pay for performance management system.
