The primary purpose of this position is to develop, implement, and monitor programs based on new and existing international agreements, regulations, legislation, and Air Force policies and procedures for AETC; to translate treaty legislation into usable, discernible, programs within the intent of US policy.

Duties

Conceives, initiates, and develops AETC policy and plans relating to Arms Control and Counter Weapons of Mass Destruction (CWMD). Provides Air Force level guidance to the AETC/CC, staff, and subordinate units for development and implementation of doctrine, policy, guidance, programs, projects, operational research, analysis, and testing relating to Arms Control and chemical weapon convention treaties. Implements treaty and agreement compliance procedures for AETC while ensuring compliance with treaty and agreement obligations within the Air Force. Plans and directs AETC-wide treaty related initial and recurring training programs for Arms Control Treaty Compliance Officers (TCO) within AETC. Acts as a team member in the Air Force Base Assistance Team (BAT) for the Chemical Weapons Convention Treaty (CWC). Maintains a continuous liaison with counterparts across the Air Force, other DoD agencies, and Federal agencies to ensure Arms Control and CWMD planning is consistent and integrated throughout interagencies. Conducts studies, prepares position papers and presents high level briefings of conclusions.

  • Must be able to obtain and maintain a Top Secret security clearance.
  • Employee must meet the desired standards of education for an International Affairs Tier III certification within seven years of employment in this position.

  • This is a Key Position IA W DoD Directive 1200.7. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: (1) knowledge of US Arms Control and CWMD treaties and agreements, and US administration policy governing international Arms Control. Extensive knowledge and understanding of specific US statutes regarding treaty negotiations. (2) knowledge of foreign country culture and protocol sufficient to be an effective liaison with foreign government representatives; and (3) knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of level Arms Control and CWMD plans and procedures relating to war, mobilization, deployment, and similar operations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Air Force and DoD Arms Control goals, objectives and programs including knowledge of international treaties, agreements, policies and procedures. Knowledge of US foreign policy and secure decision making procedures. 2. Knowledge in developing, analyzing and evaluating Arms Control programs, processes, plans, studies and analyses to determine long and short term national impacts. 3. Knowledge of Air Force and Joint staffing processes, as well as the relationships of the various DoD Arms Control entities involved in the overall planning and execution of international treaties, agreements, policies and procedures. 4. Skilled in both oral and written communication; skill in negotiating; and maintain good working relations. 5. Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) cycle and the Strategic Planning and Programming Process (SP3). 6. Ability to support senior Air Force officials in internal decision-making and interagency deliberations within the Arms Control community. Ability to use automated data processing programs (i.e Microsoft Office®). PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
