This position serves as Supervisory IT Specialist in the Office of the Chief Information Officer (OClO), Division of Information Technology Operations and Services, Division of Network Services, Branch of Network Operations Center (NOC).

This position is outside the bargaining unit.
Duties
Major duties include, but are not limited to:
Manage and oversee functions, services, and personnel of the Network Operations Center, functions include: analyze and define network requirements; define and maintain network architecture and infrastructure; configuration and optimization of network servers, hubs, routers, and switches; analyzes network workload; monitoring network capacity and performance; diagnose and resolve network problems; develop network backup and recovery procedures; install, test, maintain, and upgrade network operating systems software; ensure the rigorous application of information security/information assurance policies, principles, and practices in the delivery of network service.
Monitor and analyze performance and utilization of the IT assets (e.g., network speed and capacity, application and database performance and access metrics, load on networks and servers, etc.)
Manage IT infrastructure availability, reliability and capacity based on performance analysis integrating software, hardware, and network capabilities of the organization.
Serve as an expert IT Specialist; define Department's IT system requirements and identify appropriate technologies to satisfy these requirements according to the strategic direction of the Department.
Lead projects and ensure project teams review all systems and new technologies for vulnerabilities from design through implementation.
Provide problem resolution and trouble-shooting guidance to operations staff in support of the Agency's operations including root cause analysis, identify service gaps, develop resolution options, and contribute to the ongoing mentoring of IT operations support staff.
Perform other duties as assigned.
Requirements

- Subject to financial disclosure requirements.
- Requires a supervisory probationary period if the requirement has not been met.
Qualifications
You must meet the Basic Requirements and the Specialized Experience to qualify for Supervisory IT Specialist, as described below.
Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.
Qualifying specialized experience for GS-15 includes:
Experience managing and maintaining Network Operations data centers and large facilities and their components within, including but not limited to telecommunications.
Experience in managing and coordinating Network Operations staff and projects including but not limited to complex moves and renovations.
Experience establishing standards, plans, and governance models incorporating Data Center Consolidation (such as Zero Trust Architecture) and Optimization best practices.
