This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The Motor Vehicle Operator (Gardener) Leader is located with the Directorate of Public Works at Fort Riley, KS.
Duties
Instruct other workers immediate tasks to be performed by individual members of the group being led.
Check work in progress and when finished to ensure it is in compliance with procedures, methods and deadlines.
Perform gardening and grounds maintenance tasks relating to the care, maintenance, protection and preservation of grounds, plants, shrubs, and grassed areas.
Perform tree surgery work, trimming, tree removal, planting and transplanting damage repair, and treating diseased and decaying trees.
Operate different type of tractors and their attachments.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires a valid state driver’s license.
- This position requires a valid Class B Commercial Driver’s License (CDL).
- This position requires a pre-employment physical.

Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Motor Vehicle Operator (Gardener) Leader ~ without more than normal supervision. The ability to perform common motor vehicle operating tasks such as operating a 20-ton dump truck and a 10,500 pound GVW bucket truck. Properly load and unload vehicles to achieve load balance and protect cargo. Perform gardening procedures to include trimming, planting, transplanting, pruning, and fertilizing. - Failure to meet this Screen out Element will result in an ineligible rating.
Physical Effort: Work requires frequent walking, standing, bending, stooping, climbing and stretching to reach tree limbs. Moderate physical effort is required in operating, turning, backing, and controlling the 20-tondump truck. Light physical effort is required in operating and controlling the 10,500 lb. GVW bucket truck. Also, light physical effort is used in reaching, bending, turning or moving hands, arms, feet and legs to operate hand and foot controls of equipment with attachments. May also be required to lift and handle items weighing 50-100 pounds, such as bags of fertilizer and seed. Will be requiredto hand shovel snow and ice.
Working Conditions: Work is usually performed outside. Incumbent is exposed to various weather conditions, sun, wind,showers, sudden storms, ice, snow, wet and slippery sidewalks and road and parking areas.Incumbent is subject to the possibility of serious injury from power equipment such as mowers,chain saws, and falls from trees. Subject to contact with dirt, dust, mud, and water. Incumbentdrives in all types of traffic and weather and is exposed to the possibility of serious accidents.Safety shoes, glasses, helmet, belts, ropes, ear muffs, and ear plugs are issued or available.Incumbent is responsible for the proper handling of specific hazardous wastes generated by theunit, activity or facility; operation of a hazardous waste generation point, and assisting inemergency action involving hazardous waste. Assigned work may include: collecting, storing,moving, labeling (including dating), segregating, preparing turn-in documents on, and maintainingrecords on hazardous wastes. Incumbent will successfully complete an initial program of classroomor on-the-job training covering hazardous waste management as well as annual renewal training.
