What General Information Do I Need To Know About This Position?
GS-11 Salary: $82,764 (Step 01) to $107,590 (Step 10);
GS-12 Salary: $99,200 (Step 01) to $128,956 (Step 10);
NOTE: First time hires to the Federal Government are typically hired at the Step 01.
Duties
As a Construction Control Representative within the Office of Management Services, some of your specific duties will include:
Collaborates with others on all aspects of project management related to planning, designing, and implementing construction projects from initial discussions with program staff through completion of the project.
Provides advisory services in the planning and design process to include providing project management services for design, construction, and renovation projects by applying engineering and architecture principles, knowledge of construction management techniques, and standard government contracting practices.
Interprets design documents and oversee the proper execution of construction work.
Develops review findings, prepares presentations, and provides reports and briefings to Branch Chiefs, Executives and Headquarters management staff.
Serves as Project Manager and Contracting Officers Representative (COR) Program/Project Manager (P/PM) for various projects including planning, acquisition, and management.
Participates in projects to plan and analyze space requirements that address the needs of various USGS and Tenant Organizations.
Investigates a variety of issues in construction and renovation projects.
Develops and reviews contract modifications requests resulting from unexpected site conditions.
Advises the Contracting Officer (CO) on technical matters as they affect the contract.
Plans, organizes, and conducts a variety of unique special projects, investigations, analysis, and reports primarily related to the National Center Campus functional areas.
Operates a government owned or leased vehicle as incident driver.
PHYSICAL DEMANDS
The work requires the incumbent to be on your feet throughout the day, possibly for long stretches at a time. Regular and recurring field surveys and construction site inspections shall occur. Inspections involve a considerable amount of physical activity, including walking, climbing, bending, and stooping.
May be required to operate a government owned or leased vehicle in the performance of official duties. Physical moving of furniture to prepare Conference/Meeting rooms may be required, which could include recurring lifting of light to moderately heavy items weighing up to 75 lbs.
The remainder of time may be sedentary and include writing of Statements of Work (SOW), reviewing submittals, billing, and making payments. The work environment requires the incumbent to continually stay alert, take special safety precautions, and may require wearing special protective items of clothing.
WORK ENVIRONMENT
Some work is performed in an office setting although there will be regular and recurring visits to construction areas, during the construction and supervision of design projects phase. Such visits expose the incumbent to a variety of hazards associated with construction activities, including high noise levels, dust, moving equipment, chemicals, potentially hazardous waste, etc.
Qualifications
Definitions:
EXPERIENCE: One year of work experience is twelve months working full-time (at least 35-40 hours per week). Part-time experience can be pro-rated (i.e., a year at 20 hours per week is credited as 6 months of experience). If your position consisted of mixed duties, experience credit is given for the percentage of time that you spent on qualifying duties (i.e., if you held a position for 2 years, full-time, consisting of 25% personnel work and 75% budget work, and then applied for a budget position you could calculate your experience as follows: 2 yrs = 24 months. 24 months x 75% [percentage of time spent on budget duties] = 18 months of qualifying experience.)
For GS-11:
Applicants must meet the following to qualify for the GS-11 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-09 level in the Federal service.
Examples of GS-11 level work include familiarity with construction practices related to building systems (e.g. heating, ventilation, air conditioning, architectural finishes, electrical systems, fire protection systems, or plumbing systems, etc.); developing work statement from customer's requirement; applying knowledge of Federal contracting regulations, principles, and procedures for awarding commercial and non-commercial contracts; investigating a variety of issues in construction and renovation projects developing and reviewing contract modifications requests resulting from unexpected site conditions; advising the Contracting Officer (CO) on technical matters as they affect the contract.
For GS-12:
Applicants must meet the following to qualify for the GS-12 level:
One year of specialized experience in or directly related to this position that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. To be creditable, the required specialized experience must have been equivalent to at least the GS-12 level in the Federal service.
Examples of GS-12 level work include experience in providing project management expertise for multimillion-dollar projects with highly complex major scopes that are technical in nature, applying engineering and architectural principals when providing project management services for design, construction, and renovation of projects. Writing statements of work, providing advice to customers in the planning and design state for renovations and relocations; monitoring contractor performance; conducting project reviews, adjusting funds, schedules and scope of work to ensure projects are completed within budget and within time constraints; resolve complex problems and conflicts impeding progress; provide expertise advise to key stakeholders to ensure their goals/parameters are adhered to; works directly with building tenants when facilities are co-located to included processing work orders withing the Bureau Facilities Management System; manages the performance of complex and highly technical comparative design analysis and recommends solutions to technical problems; and monitoring building constructions and tenant improvements according to tenant specifications.
