This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves under the general supervision of the Facility Manager at Gathright Dam and Lake Moomaw Project who makes assignments, providing information and guidance on unusual problems.
Duties
Assists higher graded employees in managing, directing, and participating in the maintenance of all project facilities and equipment.
Serves as the on-site specialist in automated maintenance control data systems.
Exercises (operates) and performs periodic tests on facility systems and facility backup systems, using established procedures, to maintain preparedness for both normal and emergency situations.
Assists with maintenance activities performing hands-on maintenance as needed and in order to gain working knowledge of facilities, systems and equipment. Researches and compiles data for buildings, grounds, and facility modifications or renovation.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Possession of or the ability to acquire all of the following licenses:
a) state driver's license
b) Corps of Engineers boat operator's license
c) skid-steer operator's license.
- Ability to work nights and/or weekends depending on the needs of the project to which the employee is assigned.
- Incumbent is required to work in adverse weather conditions (e.g., heat, cold, rain, wind, etc.).
- May be required to have a valid CPR and first aid certificate.
- Position requires a pre-employment, and biennial physical examination.
- This position is covered by the Civilian Drug Testing Program. Incumbent is required to sign a DA Form 5019-R, Condition of Employment, for certain civilian positions identified as critical under the Drug Abuse Testing Program.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. GS 5 Specialized Experience: One year of specialized experience which includes meeting any of the following; 1) Assist in preparing work orders; 2) Prepare written correspondence; OR 3) Create reports utilizing an electronic system This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04).
OR
Education: Four years of education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education beyond two years (total semester hours minus 60) by 60. Add the two percentages.
GS 6 Specialized Experience: One year of specialized experience which includes meeting all of the following; 1) Collecting data by reviewing written records and/or work logs AND 2) Preparing work orders This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
OR
Education: A half year (i.e., 9 semester hours) of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, or Facilities and Operations Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages.
GS 7 Specialized Experience: One year of specialized experience which includes meeting all of the following; 1) Assisting with the maintenance of project facilities and/or equipment; 2) Utilizing automated maintenance control data systems (i.e. FEMS/MAXIMO); AND 3) Assisting in the periodic testing of facility systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
OR
Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration, or Facilities and Operations Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
