You will serve as an Operations Specialist (Buyer) in the Prototype, Manufacturing & Test Department of NAVAIRWARCENADLKE.

Duties

You will work as an integrated product team member by actively participating in the continuous improvement of all forms of work. You will be responsible for ensuring that assigned ALRE and SE manufacturing program acquisition and material due dates are met You will work with the Team Lead and Progressman who furnish technical information, assistance and advice dealing with the integration of diverse, technically complex systems that relate to prototyping, production, overhaul and repair of ALRE and SE. You will make mission essential acquisition of supplies and services for official Government business. You will be responsible for ensuring reliable records of viable elements such as vendors, contacts, parts and processes are current and available for review.

Requirements

  • Must be determined suitable for federal employment.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a bargaining unit position.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to complete training, obtain, and maintain a government credit card to make official government purchases for goods and services.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

Qualifications for GS-07: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Analyzing program progress, procurement process and expenditures for conformance with established plans and customer requirements; 2) Evaluating and recommending alternative/corrective actions to alter schedules in order to ensure that program objectives are met; 3) Detailing and specific instructions and guidance from the PTL and perform routine assignments under supervision as all facets of the position are learned; 4) Handling a large workload or implement a complex project within an established time frame. Qualifications for GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as:1) Analyzing program progress, procurement process and expenditures for conformance with established plans and customer requirements; 2) Evaluating and recommending alternative/corrective actions to alter schedules in order to ensure that program objectives are met; 3) Detailing and specific instructions and guidance from the PTL and perform routine assignments under supervision as all facets of the position are learned; 4) Handling a large workload or implement a complex project within an established time frame; 5) Coordinating with the internal and external customers and TLs, to ensure optimal utilization of manufacturing resources through the division wide coordination of program/project work plans. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

For GS-07:
1 full year of graduate level education

or

superior academic achievement

For GS-09:
Master's or equivalent graduate degree

or

2 full years of progressively higher level graduate education leading to such a degree

or

LL.B. or J.D., if related
