About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 7th Signal Command - 106th Signal Brigade in Monterey, California.

Duties

The incumbent is responsible for administration and control of assigned Information Technology (IT) projects for the command with emphasis on both Cybersecurity and Business and Plans (BnP) functional areas. Responsible for management, technical operation, performance monitoring and management, analysis and operations for all Cybersecurity duties related to classified/unclassified networks, telecommunications/cryptographic devices and/or automation equipment. Ensures all systems connected to the networks meet all established requirements, to include Risk Management Framework (RMF), and Networthiness accreditation. Determines long-range Cybersecurity program objectives and develops the strategy for achieving those objectives. Supervises and monitors the functions of civilian IT specialists involved with providing Cybersecurity and Business and Plans related support. Exercises delegated authority to determine goals and develop long-range work plans and schedules for the Division. Plans work to be accomplished, set priorities, and prepares schedules for completion of work.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain a Secret security clearance, T3, Non-Critical Sensitive Moderate Risk clearance to obtain and maintain a favorable investigation.
  • The highest Security clearance commensurate with classified messaging available to the Installation. Failure to do so may result in separation for the efficiency of Federal Service.
  • One year supervisory probationary may be required.
  • This position is designated as an Information Assurance Workforce Management Level II (IAM-II). Incumbent must possess and/or obtain updated Certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed
  • in the Information Assurance (IA) Training and Certification Best Business Practice (BBP) within 6 months of appointment. Failure to satisfactory obtain and/or maintain updated certifications IAW Publication listed are grounds for termination.
  • This position requires the employee to occasionally travel (in the most expedient manner) away from the normal duty station. Travel may be required up to 15 percent of the time.
  • Overtime and on-call duty may be required on short notice to include nights, holidays, and weekends in support of related mission requirements.
  • Required to possess a valid vehicle operator license to support unit/activity mission requirements.
  • The employee may be required to perform 24 x 7 shift work in support of operational of IT related mission /after duty hours.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon
  • entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

This is a Supervision/Management work category as the Senior work level within the CES Occupational Structure. Specialized experience would be demonstrated by: Evaluating efficiency of Cybersecurity capabilities and structures and recommending changes; Analyzing and evaluating Cybersecurity program rules, regulations and policies; Project management with emphasis on both Cybersecurity and Business and Plans (BnP) functional areas. You will be evaluated on the basis of your level of competency in the following areas: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support. (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement. (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.
