The incumbent Administrative Officer (AO) works for the Environmental Management Service (EMS) and is responsible for the coordination and monitoring of all Environmental Management Service administrative programs.
Duties
Duties for the position include but are not limited to:
- Overseeing and facilitating the administrative management for the Environmental Management Service.
- Developing, planning, issuing, and implementing procedures to comply with directives concerning administrative matters.
- Analyzing and evaluating problems, making recommendations, and devising solutions to systems administration, training management, publication management, and data management within the division.
- Designing and implementing policies, and procedures to manage administrative and personnel related functions.
- Reviewing and evaluating guidance on various functions and procedures, identifying problem areas, and implementing or recommending actions to improve procedures and increase efficiency, eliminating problems and conforming to policy requirements.
- Participating in regular meetings with leadership and other senior to address administrative management issues, resolving problems, and providing recommendations for correcting or improving processes and programs.
- Serving as the principal advisor to personnel on administrative management program issues.
- Compiling information, preparing administrative reports for management briefing and sharing with work groups.
- Providing full staff assistance on administrative matters.
- Playing a key role for planning, organization development, direction, and evaluation of medical center administration, in support of the facility, VISN and Central Office activities.
- Taking a leadership role in maintaining all current documents necessary to meet the requirements of external reviews for the VA.
- Establishing internal management control procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures, which will increase the general flow of information and overcome bottlenecks in the administrative process.
- Reviewing, planning, and recommending action to be taken.
- Taking independent action to secure the required administrative and managerial support to meet operating requirements.
- Providing professional and clerical advice, support and assistance to all customers with a view to accomplish the mission of Environmental Management Service and the Medical Center.
- Consulting with respective staff and/or personnel on progress in taking corrective action.
- Performing quality management activities, which are designed to improve quality of transaction procession, customer service activities or other procedures.
- Performing service performance improvement monitoring and other service related performance measures.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 8:00am-4:30pm.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/19/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05, and for the GS-09 you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-07 (Developmental)
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Coordinating and monitoring the functions of administrative services within an office; communicating both orally and in writing with a variety of individuals to obtain and provide information; assisting with human resources functions which may include recruitment, performance, training, etc.; experience in developing and/or maintaining a system of document and/or records management; preparing letters, reports and presentations.
OR
Applicants may substitute education for the experience required for the GS-07 level. The educational substitute for this grade is one full year of graduate level education. (Transcripts required)
OR
Applicants may satisfy the requirements for the GS-07 level by meeting the requirements for Superior Academic Achievement.
OR
Applicants may also combine education and experience to qualify at the GS-07 level. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.
GS-09 (Full Performance)
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade, GS-09, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Overseeing and facilitating the administrative management. Independently developing, planning, issuing and implementing procedures to comply with directives concerning administrative manners. Analyzing and evaluating problems, making recommendations and devising solutions. Reviewing and evaluating guidance on various functions and procedures, identifying problem areas and implementing or recommending actions. Compiling information, preparing administrative reports for management briefing and sharing with virous groups.
OR
Applicants may substitute education for the experience required for the GS-09 level. The educational substitute for this grade is a Master's or equivalent graduate degree. (Transcripts required)

Applicants possesses two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. (Transcripts required)
OR
Applicants may also combine education and experience to qualify at the GS-09 level. Combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements. Only graduate level education in excess of the amount required for the next lower grade level may be combined with experience.
