The Utility System Operations Supervisor (USOS) oversees that stock and supply orders are maintained at appropriate levels. This will be evidenced by the recurring production reports. Employee follows-up on delayed deliveries, defective supplies, and other delay issues. Employee will oversee the issuance of tools and personal property required to maintain the facility. Maintains and replaces all personal property assigned to the Maintenance and Repair section.

Duties

Duties include, but are not limited to: Requires skill, experience, and knowledge in the operation and repair of the facility boiler plant operations and utilities systems for the medical center. Responsible for personnel management as well as technical direction over the Boiler Plant Utility System Repairer-Operator. Able to plan organize and direct the working operation of 10 employees effectively and economically. Overall responsibility for the following utility systems: Boiler Plants (low and high pressure), Steam Systems, backup generators and Fuel Oil Systems as well as installing, assembling, and disassembling industrial equipment. Determines when vendor or manufacturer services are needed on a one-time basis to assist in the repair of complex systems. Perform work inside and outside (heat, cold, under, and outside of buildings). Installation, inspections, and repairs are often made under dirty noisy conditions. Planning tasks of the position require providing information to upper-level management regarding technical requirements, cost estimates, man-hour estimates, and estimated level of coordination with other support functions needed for the completion of specific projects. Performs pre-purchase technical reviews of utility systems equipment. Prepares technical statements of work for service contracts and initiates documentation for the procurement of such contracts. Reads and interprets blueprints, manuals, Directives, NFPA Codes and NEC Codes. Knowledgeable in long and short-range planning, budgeting, scheduling, contract preparation and administration, and interpretation of drawings and specifications. Possess a broad knowledge of medical center operations and administrative policies and procedures. Maintaining equipment inventory, inspection logs, equipment histories, and repair documents. Directs the development of preventive maintenance schedules, work, alterations, and modifications for equipment/systems. Prepares documents to procure proper materials, services, equipment, and tools to accommodate a fully operational section. Determine material and equipment requirements. Reviews the progress of work assignments regarding manpower needs, costs, and material needs. Analyzes work schedules, and determines manpower, tooling, material requirements, and methods to be used. Possess extensive knowledge and experience in the program areas supervised, i.e., boilers, chillers, Potable Water, Steam, Fuel Systems, plumbing, pipe fitting, refrigeration, machinist work, welding, and mechanical functions. Preparing cost estimates, determining equipment space, and utility needs, and ensuring compatibility with existing equipment. Able to adapt established methods and techniques to new uses and develop new techniques in accomplishing the work of the section. Physical Requirements/Working Conditions: Frequently works in confined areas in and around equipment. Requires moderate to strenuous effort and long periods of walking, standing, climbing, bending, and crouching. Frequently lift and carries parts, materials, and chemical supplies weighing up to 40 pounds unassisted. Occasionally, and with assistance, carries items weighing over 40 pounds. Works inside and outside at heights up to 50 feet. Subject to extreme temperature changes from a +105 to a -40 degrees. Subject to high noise level which requires wearing of hearing protection. Work inside boiler drums (when doing major overhaul) is tight and hot. Work is dirty, greasy, hot, cold and wet. Employee is subject to cuts, bruises, traffic hazards and is exposed to danger from boiler explosion, high temperature water and steam lines, electrical shock, falls, burns, scalds, chemicals, broken bones, explosive chemical or conventional munitions, carbon monoxide poisoning, and gas and oil fumes. Other Significant Facts: Incumbent must report for work during periods of hazardous road and weather conditions. Work is performed on a 24 hours a day, 7 days a week, 3 shift rotating tour of duty. Incumbent will be subject to rotate work hours through all three shifts schedules. Incumbent could be subjected to hazards normally encountered in the trade. This position requires working rotating shifts and overtime.
