The position is located in the Veterans Health Administration (VHA) Office of Finance. Through the VHA Chief Financial Officer (CFO), VHA's Office of Finance serves in a mission critical role as the principal financial advisor to the Under Secretary for Health (USH). The incumbent serve as the primary technical and operation consultant for development and implementation of new programs, initiatives, and expanded responsibilities for current programs.
Duties
Major Duties:
Mastery of a wide range of qualitative and quantitative methods for the development and management of worldwide health care benefits payment programs.
Develops detailed plans, goals, and objectives for the long-range implementation and administration of programs, and/or develops criteria for evaluating the effectiveness of
programs.
Has comprehensive knowledge and understanding of operating programs and the interrelationships among programs to identify actual or potential problem areas, trends,
significant program accomplishments, or similar factors.
Knowledge and understanding of each program's process flows for benefit payments and financial reconciliation.
Knowledge of the general principles of project management and information systems and their effective use.
Ability to design, develop, and conduct effective presentations and briefings.
Ability to evaluate and recommend ways to improve the effectiveness and efficiency of work operations.
Develops detailed plans, goals, and objectives for the long-range implementation and administration of programs, and/or develops criteria for evaluating the effectiveness of programs.
Knowledge and skill in personnel management to include supervision, employee development, organizational structure and dynamics, interpersonal and interdepartmental communications, work flow analysis, and goal achievement.
Exercises judgment in establishing priorities to meet deadlines and keeps the Deputy Director and the Leadership team informed on the general progress and significant developments activities.
Applies sound principles to result in effective management of people, communications, technology and governance.
Ensures there are mechanisms in place to monitor resources continually develop, share, adopt, and implement efficient program and business practice.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Work Schedule: Monday - Friday, 8:00am - 4:30pm
Compressed/Flexible: Available. TBD upon successful completion of orientation.
Telework: Available. After successful completion of a 90 day on site orientation (Applicant is required on site 50% of work schedule per pay period)
Virtual: The employee may work at the VA facility or other VA-leased space at address specified in this announcement that is hiring the employee and is authorized for telework up to 50%, after successful completion of a 90-day on site orientation.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
GS-14 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization.

Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.

Physical Requirements: The work is sedentary in nature, although some slight physical effort may be required.
