THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for an COST ACCOUNTANT - TITLE 5, Position Description Number PDT5141P01 and PDT5137P01 and is part of the KY USPFO, National Guard.
Duties
As an COST ACCOUNTANT - TITLE 5, GS-0510-9/11, you will analyze, examine, and interpret accounting data, records, and reports. Utilize GFEBS to inform managers of the cost of performing various functions associate with Service Level Agreements and Service Support Programs. Provide advice and assistance to management on accounting and financial management matters. Develop cost accounting data to provide financial information to meet command information requirements. Monitor and assist implementing procedural and cost management changes. Provide accounting advice and recommendations to program managers. Interpret financial management policy and provide guidance to staff. Identify, monitor, and report trends to aid in making financial management decisions. Manage the General Ledger to ensure the reconciliation of all General Ledger Tie Point issues, and take corrective action as needed. Plan, coordinate and perform comprehensive reviews, special studies, and selective internal examinations of USPFO functions pertaining to cost management. Conduct analysis on Interfacing System Information Documents and take corrective action to ensure proper system master data allows for proper interfacing. Identify problems such as inaccurate records and reports, conflicts with regulatory guidance, and correctness of payment and accounting for public funds. Analyze and evaluate findings, determines types of corrective actions needed, and develop formal reports for submission to the Financial Manager. Confer with representatives of other directorates to resolve USPFO problems associated with improper cost management attributable to functions under their jurisdiction. Confer with representative of higher headquarters or other agencies to coordinate assistance visits, furnish requested data, respond to questions, provide on-site assistance, discuss problems, and obtain additional information to accomplish required actions and/or future program efforts. Qualifications
FOR GS-09:
SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-07) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of basic accounting program principles and procedures. Experience using analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution for accounting issues. Experience preparing reports, documentation, and correspondence relevant to accounting programs.
FOR GS-11:
SPECIALIZED EXPERIENCE:
Must have at least one (1) year experience at the next lower level in the normal line of progression through federal service (GS-09) or equivalent experience in the private or public sector that demonstrates the experience and knowledge of advanced principles and concepts of the accounting business program requirements. Experience conducting accounting procedures in accordance with directives and policies. Experience conducting inspections or audits on accounts or accounting processes. Experience using statistical and/or judgmental sampling of financial records and management controls to determine efficiency and accuracy. Experience reviewing financial records and supporting documents. Experience reviewing and interpreting instructions, regulations, policies and procedures.
EXPERIENCE REQUIREMENTS:

Education
Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.
-OR-
Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:
- The applicant successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;
- A panel of at least two higher level professional accountants or auditors determined that the applicant demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; AND,
- Except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
