EC-CMO- Enterprise Case Management Office
The following are the duties of this position at the full working level.
Serves as the lead Project Manager for assignments within the Enterprise Case Management Offices. Directs technical and administrative progression of complex projects and analyses through to completion that will enhance the taxpayer and employee experience by modernizing case management applications, services, and associated processes. Plans, develops, monitors, and implements ECM project efforts. Evaluates and devises solutions to program issues impacting ECM initiatives and devises new and innovative solutions towards the overall goal to reduce paper volume, increase access to digital data, and allow the IRS to manage digital data to improve the taxpayer experience.
Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the IRS. Develops and defines the overall goals and objectives of the initiative as it relates to project planning and implementation. Prepares action plans and schedules for various phases of project accomplishment, both short and long-range. Ensures that plans are consistent with Service's strategic goals, schedules, and policies. Documents, packages, and presents recommendations for resource requirements to accomplish the project and/or goals. Negotiates with managers of various components of the Service to obtain needed resources and support. Manages project resources to meet goals and objectives.
Reviews, evaluates, distills, and synthesizes data to identify trends and/or similar processes and provide insight to the agile incremental product delivery of a case management system. Analyzes aspects of IRS processes such as the elimination of paper case files and reduce manual case work, the effectiveness of workflow and the elimination of legacy case management application/systems, reducing the number of systems employees are working with. Empowers teams to move forward by developing metrics, measuring results, and integrating new methodologies into existing systems, and influences policy related to initiatives to transform the IRS into a modernized case management environment.
Works with stakeholders across organizations, functions, and levels to build understanding and solve challenging problems. Works with NTEU and managers to mitigate and implement modernization efforts throughout the IRS. Facilitates conversations regarding sensitive issues such as the reorganization of functions, elimination and/or realignment of jobs due to automation of processes, reduce manual case work and eliminate paper case files; that changes job duties as case management applications/systems are modernized and consolidated to enhance digital tools and services improving the employee experience by reducing the number of system employees are working with.
Facilitates policy matters involving organization or operational areas. Assists in the preparation of directives, issuances, memoranda, policy statements, NTEU notices, IRM issuances, and other written guidelines and recommendations relating to ECM initiatives that impact IRS multiple organizations.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-14: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with implementing operating policies, practices, and procedures including the ability to plan, develop, implement, and monitor workflow in a fast-paced and frequently fluid work environment, with competing priorities emerging day to day. Experience in planning, organizing, and directing teamwork, to negotiate effectively with stakeholders to accept and implement recommendations that are service wide in scope. Experience communicating effectively and persuasively in a variety of situations, with strong written and verbal communication skills, with diverse internal and external audiences. Skill in written and oral communication sufficient to organize and summarize large amounts of information and document or articulate results-driven outcomes.

MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
