This position is with MWR CYS Base at Joint Base Lewis-McChord, WA. Regular Full Time Limited Tenure, NTE 31 December 2026. Duties

Supports the Special Needs Program Manager in monitoring and implementation of plans within the classroom. Leads and conducts inclusive program and classroom assessments at regular and periodic intervals. Serves as a core member of the installation Inclusion Action Team (IAT)/Multidisciplinary Inclusion Action Team (MIAT) and monitors compliance with Service policy, DoD instructions, and federal law. This position spends at least 50 percent of their time in classroom/activity area settings, promoting, modeling, coaching, and mentoring CVS Professionals to promote implementation of inclusive practices. Administers, implements, and monitors inclusion supports and behavior support processes in classrooms and programs by using Army CVS Operational Guidance for Behavior Support. Coordinates, when early intervention services occur in a CYS setting, to ensure program and specialized services staff work together to embed services in natural environments and daily routines.

Requirements

  • Must be at least 18 years of age at the time of appointment.
  • Direct Deposit and Social Security Card is required.
  • Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Child Care Tier 1 background investigation.
  • Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
  • A one year probationary period may be required (either initially or upon conversion, if applicable).
  • Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
  • May be subject to an irregular hours, evening and or weekends.
  • Satisfactorily complete an employment verification (E-Verify) Check.
  • Travel to on and off post locations required. Must maintain a valid driver's license and may be required to obtain a government driver's license.
  • May include work both indoors and outdoors. Must maintain current Pediatric, Child and Adult CPR and First Aid certifications.
  • Must have the physical ability to lift and carry up to 40 lbs, walk, bend, stoop, and stand on a routine basis is required for positions in child development centers.

Qualifications

Education must be directly related to the position to be filled (general psychology/sociology courses are not qualifying). Basic Requirement: 1. A bachelor's degree or higher that included or was supplemented by at least 24 semester hours in special education, early childhood education, child/adolescent development, elementary or secondary education, youth development, or other closely related field such as psychology/sociology or social work (must include 24 semester hours in child/adolescent psychology, sociology of the family, developmental psychology, social work with child/family emphasis); OR 2. Completion of 24 semester hours in coursework as indicated above, plus additional related coursework or experience that provided knowledge comparable to that normally acquired through the successful completion of a 4-year course of study. In addition to meeting one of the requirements above, candidates must possess the following: 1. Experience demonstrating professional knowledge of child development, early intervention, special education, and early childhood inclusion. 2. Demonstrated knowledge of evidence-based and trauma-informed practices that support inclusive environments related to birth to 18-year-olds. 3. Professional knowledge of observation and assessment methods and implementation science. 4. Skill in conducting functional behavioral assessments and collaborating with a team to design, implement, and monitor Behavior Support Plans. 5. Demonstrated knowledge of the Individuals with Disabilities Education Act (IDEA) and The Rehabilitation Act of 1973 as they apply to CDCs, school age centers and community-based support services. 6. Experience utilizing the practice-based coaching model and facilitating training with adult learners in a variety of settings. 7. Experience demonstrating the ability to develop, collect, and analyze quantitative and qualitative data to identify trends across the program, communicate trends, and propose solutions to program leadership. 8. Strong verbal and written communication skills with ability to build and maintain collaborative partnerships with families, colleagues, organizational leadership, and community support agencies on and off installation.
