The following are the duties of this position at the full working level.
Serves as a project manager for HC Office of the Chief of Staff responsible for communication plans and communications strategies, policies and projects that impact multiple organizations and servicewide messaging. Consults with project and program managers to establish and define the overall communications goals and objectives, prepares short- and long-term action communications plans and schedules for various phases of a communications strategic plan.
Provides key input to leadership and team members to ensure all project tracking and documentation are completed accurately, thoroughly, and timely. Delivers recommendations and determinations to improve business practices and policies. Prepares written communications and makes recommendation for resource requirements to accomplish projects; negotiates with managers of various components of the Service to obtain needed resources and support to enhance the IRS Human Capital Officer and the Deputy IRS Human Capital Officer.
Serves as a liaison between HCO and the Communications and Liaison office and other divisions with HCO and external to HCO. Ensures 508 compliance for all communications documents and ensures IRS HCO and Deputy HCO programmatic commitments are met. Responsible for the development and implementation of the initial design of new program activities and interacts with offices such as internal HCO divisions and collaborates with organizations external to HCO to enhance the communications mission and strategy and the HC Office of the Chief of Staff.
Responsible for monitoring the progress of projects and updating internal databases, spreadsheets, and other project tracking and control systems used by the Human Capital Office and Communications and Liaison Office to initiate and monitor the status of communications projects. Conducts reviews of projects assigned to others within business units to ensure compliance with all customer requirements.
Serves as an analyst and leader for the program area, providing expert assistance and advice on communication strategies relevant HR issues and special assigned projects such as developing communications plans and overseeing, and managing in-person and virtual events--including town hall meetings, lunch and learn sessions, and question and answer sessions--to inform internal and external audiences about HCO's programs, requirements, and impacts on other IRS programs and initiatives.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-12: To be eligible for this position at this grade level, you have one (1) year of specialized experience equivalent to the grade 11 that demonstrated experience utilizing evaluative and analytical methods to identify and measure accomplishments and progress; experience revising methods and developing new approaches to information gathering. Experience with project management techniques to plan, schedule, and conduct complex projects; experience utilizing knowledge of the mission, organization, work processes, and related administrative activities to identify actual or potential problem areas, trends, deficiencies, or other similar factors affecting operations. Your experience must include budgeting methods and techniques to prepare analyses and estimates. Experience with oral and written communication techniques using multiple communication devices and techniques sufficient to present findings and negotiate solutions and experience demonstrating an understanding of resources management programs, functions, and operations, and their interrelationships in fostering an effective working relationship.
SPECIALIZED EXPERIENCE GS-13: To be eligible for this position at this grade level, you must have at least one (1) year of specialized experience equivalent to the grade 12 level that demonstrated experience utilizing a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative; experience applying management and organizational principles to programs, projects, and studies concerning the efficiency and effectiveness of operations and means to improve them. Experience with project management techniques to plan, schedule, and conduct complex projects; experience utilizing knowledge of the mission, organization, and work processes to evaluate complex projects and studies and identify problem areas, trends, deficiencies, or other similar factors affecting operations. Experience with management systems and their interrelationship with assigned projects and program areas. Your experience must include budgeting methods and techniques to prepare analyses and estimates. Experience with oral and written communication techniques using multiple communication devices and techniques sufficient to present findings, deliver briefings, and negotiate solutions to disputed recommendations and experience demonstrating an understanding of resources management programs, functions, and operations, and their interrelationships in fostering an effective working relationship.
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
