This position serves as the lead Cultural Heritage Resources Program and Deputy Preservation Officer for BLM California located at the State Office in Sacramento, CA. Duties

Serve as lead on highly complex and diverse cultural materials and properties such as Areas of Critical Environmental Concern (ACECs), National Conservation Areas (NCAs), National Monuments and Historic Trails or Landmarks. Provide technical data, professional advice, or recommendation on historic preservation, serve on agency task forces to develop national standards for cultural heritage preservation. Provide expertise in the analysis, review, development, and implementation of policies, procedures, objectives of the Cultural Heritage Program. Evaluate program effectiveness for the Cultural Heritage Program and management activities, provides recommendations and program reports to management. Ensure compliance with the National Historic Preservation Act, Archeological Resources Protection Act, Antiquities Act, Federal Land Policy and Management Act, National Environmental Policy Act, and other related laws Provide advice regarding allocations of funding for cultural heritage activities for the State and Districts. Manages cultural heritage program budget. Coordinate, consult, and negotiate with tribes on issues of cultural value, traditional uses, and confidential data that are sensitive and controversial, regarding agency actions on historic land under applicable laws, regulations, and polices.

Qualifications

This position has an individual occupational requirement (IOR). To be considered you must meet one of the below requirements: A degree that includes at least 3 semester hours in each of the following courses: History of archeology; Archeology of a major geographical area; Regional archeology, cultures, or sites in a specific part of a major geographical area; Theory and methods or archeology such as typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques. You must also have at least 6 semester hours in geography, geology, history, historical archeology, environmental studies, scientific writing, or surveying AND Archeological field school. A degree in Anthropology with emphasis on ethnology, physical anthropology, or scientific linguistics; history; or related American studies. The curriculum must have included course work sufficiently similar to the requirements above (1). Combination of qualifying education and experience that includes college level education that has provided knowledge equivalent to the course work described above (1), AND appropriate technical experience. Four years of Archeological experience that demonstrated through knowledge of the fundamental principles and theories of professional archeology work. This experience includes archeology field experience that includes a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Work must have provided the ability to serve as a crew chief, directing the work of others at a single location as part of a larger archeological project. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. In addition to the above IOR, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Implementing a cultural resource program, ensuring agency compliance with federal law, regulation and policy. Reviewing and/or approving program technical documents. Participating as a team member on interdisciplinary teams where National Environmental Policy Act processes are followed and/or reviewing environmental planning documents for compliance with historic preservation statues. Drafting contracts, grants, and other agreements such as Memorandum of Agreements or Memorandum of Understanding between parties to accomplish mutually agreed upon goals, assignments, or projects. Advising personnel on cultural resources protection requirements and assisting in the development of plans to avoid and/or mitigate effects of proposed actions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: Office work is sedentary in nature. Travel may be required to review/complete field work. Field visits may require physical exertion, standing or walking over uneven terrain, bending, crouching, use of hand tools, and lifting. Work Environment: Office work is completed in a well ventilated and heated office setting. Field work may require travel and involve additional safety requirements, adverse weather conditions, and other outdoor hazards.
