About the Position: Fort Myer is a 15 minute commute to/from the Arlington National Cemetery Metro Station, a 10-15 minute commute to/from the Rosslyn, Virginia Metro Station, and is accessible by bus transportation. The installation is approximately 7 miles from Washington D.C. and a short distance from major roadways and highways.

Duties

At the full performance level, performs administrative functions such as budget, records management, travel, reports control, supply, training, personnel, awards, and performance management Conducts analysis and provides advice and assistance to the supervisors in identifying resource needs and their resource allocation. Recommends corrections regarding the Table of Distribution and Allowances (TDA), using knowledge of high-grade ceilings, proper supervisory and employee ratios, and other manpower issues. Perform overall management of the organization's Incentive Awards Program. Serves as the training coordinator and focal point for all training classes for the organization's personnel.

OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. For the GS-11 grade: Specialized Experience: One year of specialized experience which includes:1) Providing administrative management services on topics such as (administrative and personnel matters; performance measurement, budget, workforce development or training); 2) Coordinating with others on administrative programs; and 3) Monitoring training requirements for employees. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR EDUCATION: APh.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if in a related discipline appropriate to the position, such as Business Administration. (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EDUCATION AND EXPERIENCE:A combination of education and experience that can be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify, only graduate education in excess of the amount required for the next lower grade level may be used to qualify at the GS-11. (Note: You must attach a copy of your transcripts.) You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementFinancial ManagementOral CommunicationPlanning and Evaluating Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-07 for the GS-09 and GS-09 for the GS-11.)
