You will serve as a LANDSCAPE ARCHITECT of NAVFAC SOUTHWEST.

Duties

You will perform all aspects of landscape architecture design, including site planning, concept design development, design analyses, specifications, and cost estimates. You will prepare design, construction documents, specifications, and cost estimates, for new and renovation projects using landscape architectural 3D CAD software (LandFX experience preferred), You will provide construction oversight services, including review and approval of contractor’s submittals, shop drawings and provide technical response to Request for Information. You will investigate and evaluate landscape architecture and civil engineering issues and concerns in existing site conditions to develop recommendations and options for remediation or corrective measures, You will perform quality assurance reviews and evaluate Design-Bid-Build (DBB) and Design-Build (DB) landscape architectural RFPs, designs, drawings, and specifications prepared by A/E design firms. You will determine feasibility, compatibility with other work, and effectiveness in meeting DoD codes. You will prepare statement of work and government estimates for design and assists in negotiations with Architect/Engineering (A/E) firms. You will serve as Contracting Officer’s Representative in the administration, oversight, and performance assessment of A/E

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). You must be certified as a Career Field Facilities Engineering Level II. Certification is required within 24 months of appointment.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
  • You will be required to obtain and maintain a current valid United States driver's license.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Developing landscape architecture concepts, principles and practices applicable to the full range of duties with design, layout, and building sites; 2) Having proficient use of computer aided design and drafting software and hardware used in the preparation and presentation of concept designs and the preparation of final working drawings; 3) Applying architectural/engineering disciplines (i.e., architecture and civil) to assure that areas of overlapping responsibilities receive proper design consideration and that total project objectives are met; and 4) Planning, budgeting, and applying project management techniques, including the ability to coordinate the work of others, motivate and lead individuals of a variety of backgrounds. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

A. You have a bachelor's or higher degree from an accredited college or university in a landscape architecture or landscape design.
OR You have successfully completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university.

OR

B. You have a combination of college-level education, training, and/or technical experience -- for each year short of graduation, you must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience included original landscape design.
