This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB & MRTFB to recruit and appoint qualified candidates to positions in the competitive service.

Duties
Develop labor/material cost plans for organizational projects.
Analyze strengths, weaknesses, opportunities and/or threats (SWOT) of projects.
Analyze reports that outline corrective actions.
Perform risk analysis to identify potential problems with project plans.
Perform in-progress and after action reviews at regular intervals throughout the life cycle of a project.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret Clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of "Occasional", or up to 10% of the time.
- Must be willing to undergo a probationary period.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
One year of specialized experience which includes: 1) developing program cost plans to include labor, material, and other costs; 2) managing the life cycle of manufacturing projects to complete assigned workload; 3) performing analytical assignments involving logistics supply management; and 4) performing root cause analysis to provide responses on project cost variations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
