This position is part of the Office of the General Counsel, Department of Energy. As a Program Manager, you will oversee the management of the Department of Energy Partnership Intermediary Program and advise on other non-traditional programs.
Duties
As a Program Manager, you will:
Review projects to determine how they can be streamlined and accomplished with the least disruption to workers and mission operations and that directions and schedules are accomplished in a timely manner.
Provide strategic and policy framework for maturing the execution of the Partnership Intermediary pilot to more fully establish, manage and oversee the program through development of relationships across all stakeholders.
Develop analyses, including market analyses, to inform program leadership teams and other stakeholders in planning and problem-solving sessions to assure timely and transparent execution of innovative programs.
Make recommendations on use of creative, innovative, flexible, and non-traditional contracting mechanisms for specific projects, including public-private partnerships and matters of global impact.
Coordinate with interagency laboratories and other partners, especially in the intelligence community, to develop relationships and resources to plan and carry out short- and long-range activities.

Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting ALL of the following
Implementing strategic planning initiatives via the application of program management principles/techniques and collaboration with program stakeholders.
Analyzing data to advise on decision making for the development of policy frameworks, such as economic, scientific/technologic development, or intellectual property objectives.
Collaborating in the review of contract management, resource procurement, or regulatory compliance on non-traditional funding programs.
Coordinating programs or projects with public-private partnerships from inception to completion, including activities such as cooperation agreements between private industry, academia, scientific labs, or other partners.
