This position is part of the Appraisal and Valuation Services Office, Office of the Secretary of Interior. The incumbent will be responsible for appraisals, appraisal reviews and valuation consultations within the approval authority recommended by the Regional Director and delegated solely by the Chief Appraiser.
Duties
Serves as a Regional Lead Appraiser supervising a team of appraisers within a regional office responsible for appraisals, appraisal reviews, and valuation consultations within the approval authority recommended by the Regional Director and delegated by the Chief Appraiser.
Serves as a Contracting Officer's Representative (COR) for procurement of the appraisal service including preparing contract specifications, statements of work, evaluation of appraisers' qualifications, serving as a technical evaluator, participating in pre-contract conferences, contract administration, and accepting or rejecting work products.
Serves as liaison to appraisal clients, landowners, Tribes, and/or allottees, the Contracting Officer (CO), and the contract appraisers.
Assists in developing and maintaining a cadre of qualified contract and staff appraisers, including mentoring, planning, organizing, and executing the activities of the appraisal program for staff and client(s) within the Region.
Responsible for client outreach, education and coordination at the regional and local levels.
Qualifications
At the GS-14 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to: extensive experience reviewing appraisals of unique property types and complex appraisal problems; supervising staff in multiple locations and leading teams; drafting policy and documents implementing Department or Bureau standards and laws; communicate controversial or complex policy and standards to a variety of audiences, both verbally and in written formats; experience with budget processes, development of annual work plans, and out-year planning.

This position contains two selective placement factors (SPF) that are part of the minimum requirement of the position. If you do not meet both SPF's, you are ineligible for further consideration. The SPFs for this position are:
SPF (1): Must possess current General Real Property Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA). Applicant must provide a copy of your current certificate with your application in order to be considered.
SPF (2): Must hold a professional appraisal designation or accreditation that requires classroom training in appraisal practice and experience requirements approved by the Appraiser Qualifications Board, as well as a demonstration appraisal report or appraisal review report, and a comprehensive qualifying examination complying with DOI policy.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
