This position is located in Refugee, Asylum and International Operations, Adjudication Programs Coordination Division. As an Adjudication Officer, you will analyze new and amended legislation and policies; develop policy and procedures for cross-cutting portfolios within RAIO, provide guidance on sensitive and high-profile cases; and draft briefing and options papers, and standard operating procedures to improve work quality and productivity of operations.

Duties

The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. Develop policy, procedures, guidance, and trainings for numerous cross-cutting portfolios across RAIO, including intercountry adoption/child-related issues, travel documents, marriage, biometrics, DNA, info-sharing, and Form I-730 processing. Research, evaluate and provide recommendations to enhance the efficiency of RAIO adjudications, operations, and procedures. Draft materials such as briefing and options papers, decision memos, trainings, and standard operating procedures. Evaluate and interpret new or amended legislation and policy for USCIS and RAIO programs. Analyze and make recommendations on sensitive and high-profile cases within USCIS and from the Department of State and other entities. Interpret and apply complex fields of Immigration and Nationality law, conduct independent research concerning the eligibility entitlements of persons seeking immigration benefits and/or legal status under the Immigration and Nationality Act. Liaise with RAIO, USCIS, and interagency stakeholders on a variety of issues. Represent the division, directorate and/or agency and foster effective relationships with governmental and non-governmental partners to promote the agency’s mission.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/18/2024. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/18/2024. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the following duties: Making final determinations on difficult and sensitive immigration-related benefits cases that are discretionary, precedent-setting, have high visibility and are of great importance to the agency; Rendering immigration-related benefits decisions that have substantial impact on a wide range of agencies at the federal, state and local levels; and/or Analyzing new immigration-related benefits regulations and complex technical amendments as well as procedures for making final determinations on applications/petitions for immigration benefits. GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. Education

EDUCATIONAL SUBSTITUTION: There is no educational substitution at these grade levels.

Training: If you have not already done so, you will be required to attend the residential, paid RAIO Combined Training course that relates to this position, at a USCIS training facility. Depending on the position, the courses may last up to eleven weeks. In addition, if you have not already done so, you will be required to attend the residential, paid BASIC Immigration Officer training program, lasting six weeks, at a USCIS training facility. The trainings must be completed successfully according to the standards of the agency. Failure to do so will be grounds for mandatory removal from the position. Such failure will result in either reassignment to a different position, demotion, or separation by appropriate procedures.
