The incumbent serves as the Oncology Data Program Analyst developmental at the Minneapolis VA Healthcare System with pathology, medical and surgical oncology services, and a research program affiliate. The incumbent assists with the development, compliance, and maintains Commission on Cancer (CoC) accreditation standards regarding oncology data management of the hospital cancer program by managing, and reporting oncology data using a variety of national standards and databases.

Duties

Major duties include but are not limited to: The incumbent is required to hold and maintain national board CTR-certification standards through the National Cancer Registrar's Association (NCRA). Provide data management and analysis for the oncology service by assuring proper compliance and implementation with regulatory requirements of accreditation bodies. Establish operating procedures, guidance documents, and reporting procedure for all cancer related programs. Use a variety of software programs to retrieve, track and analyze pertinent data from the oncology patient database and other web- based programs. Monitor cancer committee processes and procedures regarding oncology data management standards, implemented to improve patient care and to verify compliance with requirements. Provide benchmarking services, monitors quality of care and clinical practice guidelines to assess patterns of care and referrals and monitors adverse outcomes including mortality and co-morbidity. Work with the Cancer Program Manager and/or Cancer Committee Chair while creating/updating hospital policies, creation of sub-committees, documenting and reporting findings to appropriate personnel. Compile, edit, publish, and disseminate a quarterly and annual reports and collaborate with other departments to establish goals. Interpret and presents data gained from various federal and non-federal sources and continually monitor data quality for compliance to ensure compliance with standards, program goals and objectives are met. Provide oversight of any data submission, perform auditing activities and patient record editing - if required based on standards. Assist in the development and implementation of quality control activities and improvement measures, performance projects and special studies to enhance cancer patient care to meet requirements Participate in the hospital Cancer Committee, providing verbal and/or written reports as well as providing feedback on data management and requirements. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Selective Placement Factor: This position has a selective placement factor (SPF). Selective placement factors are knowledge, skills, abilities or special qualifications that are determined to be essential to perform the duties and responsibilities of a particular position. In order to receive consideration for this position, applicants are required to hold and maintain National Board CTR-certification standards through the National Cancer Registrar's Association (NCRA). In addition to the Selective Placement Factor you may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Proven work relating to regulations, polices, and procedures governing cancer care, prevention and treatment including the National Cancer Institute, American Society of Clinical Oncology, and other agencies; Administrative management in a medical office setting to organize, create and manage reports and data; Understanding of methods and concepts related to data acquisition, analysis and retrieval to process and make appropriate recommendations; Demonstrated planning, organizing, and problem-solving ability in an office setting; Familiarity of medical terminology related to the classification, diagnosis, staging and treatment of cancer; Skilled in using various computer software programs such as Microsoft Office and other information systems. (This experience must be well documented in your resume or application package). OR, Education Substitution: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, or possess a LL.B or J.D. if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. (Transcript Required). OR, Combination of Education and Experience: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education (beyond the first year) may be used to qualify applicants for the GS-09 level. (Transcript Required). Combining Education and Experience: To combine your education and experience, you must convert each to a percentage, and then add the percentages. The combined total of your percentage of education and experience must equal at least 100% in order to qualify. If your education is currently described in quarter hours, convert the quarter hours into semester hours by multiplying the quarter hours by the fraction 2/3. To calculate your percentage of graduate education, divide the number of graduate semester hours by 18. To determine your percentage of qualifying experience, you must divide your total number of months of qualifying experience by the required number of months of experience. Add your percentages of education and experience. The two percentages must total at least 100%.
