This position is located in Pearl Harbor National Memorial, in the Integrated Resources Management Division. Open to the first 101 applicants or until 09/20/2024 whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

MAJOR DUTIES: Historic research, analysis, and writing on the history of December 7th 1941 attack on O'ahu, WWII in the Pacific, and the park memorials (USS Arizona, Utah, and Oklahoma), Preparing compliance documents and packages for the National Historic Preservation Act and National Environmental Policy Act. Organizing historic documents, archives, photographs, bibliographies, and research materials. Design, conduct, and produce transcriptions for oral history research. Provide public interpretive programs on the history of December 7th, 1941, attack on O'ahu and WWII in the Pacific, Physical Demands: The work is sedentary, but at times requires travel to repositories of information, and may require visits to remote sites which require walking or riding over rough, uneven surfaces. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time. Working Conditions: Most work is performed in offices, archives, and libraries. Assignments may entail work with dusty records or objects CTAP/ICTAP Statement: Current surplus and current or former displaced Federal individuals who have special priority selection rights under the Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) must be well qualified for the position to receive consideration for special priority selection. Well qualified means that the applicant meets the following: OPM qualification standards for the position; all selective placement factors, where applicable; special qualifying conditions that OPM has approved for the position, where applicable; is physically qualified with reasonable accommodation, where appropriate to satisfactorily perform the duties of the position upon entry; and is rated by the organization at least at the well qualified level on all competencies. Federal employees seeking CTAP/ICTAP eligibility must submit proof that they meet the requirements of 5 CFR 330.605(2) for CTAP and 5 CFR 330.704 for ICTAP. This includes a copy of the agency notice, a copy of their most recent Performance Rating, and a copy of their most recent SF-50 noting current position, grade level, and duty location.

Qualifications

All qualifications must be met by the closing date of this announcement-09/20/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position you must meet the AT LEAST ONE of the Basic Requirements identified below AND Specialized Experience by the closing date of the announcement. (Transcripts are required). BASIC EDUCATION FOR: Historian GS-0170 Successful completion of a 4-year degree in history; or related field that included at least 18 semester hours in history OR -A combination of education and experience with courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history as shown above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE for GS-12: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: : (1) conducting historical research on various maritime topics using a wide range of resources; (2) recommending methods to preserve, protect, or restore historic or culturally significant buildings or objects; (3) preparing historical reports and briefings to provide historical analysis and perspective; (4) writing about research and analyze history within the framework, including ships and seafaring, historical shipping, and the role the seas have had in our country's evolution. OR- EDUCATION: Successfully completed at least three full years of progressively higher level graduate education leading to a Ph.D.; or Ph.D.; or equivalent doctoral degree from an accredited college or university in a field directly related this position. OR- COMBINATION OF EDUCATION AND EXPERIENCE: An equivalent combination of specialized experience and graduate education that when combined equal at least 100% of the qualification requirement. For example, six months of the specialized experience described above (50% of the experience requirement), and 45 semester hours or 68 quarter hours of directly-related graduate level college study as defined above in an accredited institution (50% of the qualifying education). NOTE: Only graduate education in excess of two years is qualifying for combination (transcripts required). You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments. Time-in-grade requirements must be met by the closing date of this announcement.
