You will serve as an Operations Research Analyst in the Analytics Department (Code 50), Navy Manpower Analysis Center (NAVMAC), in Millington, TN.

Duties

You will create econometric models to predict or explain future manpower and resource needs. You will collaborate with senior managers and decision makers to identify, solve, or articulate operational research requirements. You will analyze program issues using mathematical modeling and operations research techniques. You will analyze initiatives to determine alignment with manpower, personnel, training, and education objectives and adequacy to achieve strategic targets. You will advise management on the interpretation and use of mathematical models and techniques. You will perform cost analyses for systems in all phases of the life cycle.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Designs mathematical/statistical/operations research models in support of manpower requirements determination; 2) Provides automation solutions and support, and data manipulation, entry and conversion in support of manpower requirements determination programs; 3) Serves as the technical advisor to subject matter experts and chain of command responsible for broad manpower requirements determination practices, processes and policies; 4) Review, analyze and make recommendations on manpower requirements determination studies/analyses/models, and data to be used, from available internal and external data sources; 5) Devises new methods/tools or extend existing products/processes to new an unusual applications; 6) Delivers concise and effective presentations, memos, letters and correspondence documents to communicate with peers, supervisors and outside agencies to convey information; and 7) Prepares documentation for contract studies, such as Statements of Work (SOW), Management Decision Documents (MDD), cost estimates, and proposal evaluation criteria. Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
Applicants must possess a bachelor's or higher degree in operations research;
OR
Successfully completed a bachelor's or higher degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics and at least 3 of the 24 semester hours are in calculus.
