About the Position: The incumbent will manage complex construction projects, ensuring contractor compliance with contract terms, quality control, and safety standards.
Duties
Serve as a project engineer in charge of a highly complex projects.
Serve as the Authorized Representative of the Contracting Officer on assigned contracts.
Perform quality assurance inspection of work.
Ensure the contractor administers and completes the construction contract in a competent, timely manner, and in conformance with terms of the contract.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) travel may be required approximately 5% of the time.
- Incumbent must possess or be willing to obtain and maintain a valid U.S. Drivers’ License at the time of appointment.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5 CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
- This is a Defense Acquisition Workforce (AWF) position. Incumbent must meet DoDI 5000.66 requirements assigned on the sequenced position conditions of employment: Practitioner Career Level Certification must be met within 5 years.
- Probationary period may be required.

In addition to the basic requirement, you must meet the specialized experience requirement below.
Specialized Experience: One year of specialized experience which includes which includes 1) determining compliance with plans and specifications, and 2) acceptability of workmanship, material and equipment delivered to the site as it relates to structures, facilities and military services construction projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
