About the Position: Serves as expert planner, analyst, and advisor to management on program cost analysis, annual/multi-year multi-appropriation and long-range fiscal/program planning, Foreign Military Sales and/or commercial issues for key agency programs, project programs based on objective requirements with no prior history.
Duties
Serves as expert planner, analyst, and advisor to management on program cost analysis, annual/multi-year multi-appropriation and long-range fiscal/program planning, commercial issues for key agency programs, project programs based on objective requirements with no prior history.
At the agency level, is responsible for executing a segment of the agency budget. OR as a senior analyst at a major command, is responsible for executing a major segment of the command budget or a total budget for one or more funds (i.e. O&M, RDTE, PROC, MIPA etc.). Analyzes the budgetary impact of new or revised legislation, policies, and procedures.
At the agency level, provides financial advisory services for a segment of the agency budget. OR as a senior analyst at a major command, provides financial advisory services for a major segment of the command budget or for a total budget for one or more funds (i.e. O&M, RDTE, PROC, MIPA, etc.).
Requirements
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually
- This position requires a secret security clearance.
- This position requires up to 25% TDY
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for BUSINESS - FINANCIAL MANAGEMENT (BUS-FM) Certification within 60 months of entrance on duty.

Specialized experience is defined as having one year experience at the next lower grade/ pay band level (GS-11/ NH-02) performing the following duties;
1.Providing management with financial information such as: financial reports showing the status of receipts, obligations, and expenditures of funds; trend analyses of rates of expenditures; or comparisons of actual performance to the financial plans;
2. Evaluating program funding plans to identify potential problem areas; OR
3. Developing detailed funding guidance plans/ schedules for subordinate activities to ensure requirements are met.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11/ NH-02).
