THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 5), Position Description Number T5260000 and is part of the NC USPFO, National Guard. (USPFO-CTO/Manning Doc:162D-701)

Duties

As a TRAFFIC MANAGEMENT SPECIALIST, GS-2130-11, you will function as the Installation Transportation Agent appointed by the USP&FO in each State; operates independently with minimal supervision to plan, direct, and monitor the Commercial Transportation Program for the Command, inclusive of commercial traffic facilities, which includes freight, hazardous material (HAZMAT), passenger and terminal operation; provide advisory service to the USPFO and top management staff officials of the ARNG, DA and other outside agencies on all matters relating to NG traffic management functions, including program requirements, capabilities, policies and procedures; establish direct communication with Federal and State Departments of Transportations for the movement of Army equipment via commercial carriers; negotiate with commercial common carriers for the purpose of meeting mission requirements and to ensure the efficient and effective use of resources; plan and schedule work in a manner that promotes a smooth flow and even distribution Perform other duties as assigned.

Requirements

  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • Must complete Hazmat Certification and Radiation Safety Training within six months of employment and recertify every two (2) years.
  • Must complete The Intermodel Dry Container/Convention for Safe Containers Re-Inspection Course/AMMO-43 online within 2 months of employment.
  • Work may require access to classified information. Must be able to obtain and maintain the appropriate security clearance.
  • Irregular and overtime (compensatory) hours may be required to support operational requirements or contingencies.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

Qualifications

MINIMUM REQUREMENTS: Experience, education, or training which has provided the applicant with a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations. Must be skilled in dealing with others in person-to-person work relationships. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have 1 year equivalent to at least next lower grade level (GS-09) with experience, education, or training managing or participating in managing a transportation or traffic program involving operating a transport or traffic system to move passengers or commodities of an organization when there is accountability for operating costs, operating a transportation system to provide common carrier types of services to shippers, and procuring common or other carriers and other transportation services to move an organization's personnel, freight, and/or other commodities Conducting or participating in conducting surveys and studies of the traffic management function, operating methods, procedures, and performance. Making presentations on traffic matters before Federal, State, or local regulatory bodies. Performing loss and damage prevention work when this included responsibilities such as policy and procedures formulation and studies of traffic operations and services. Negotiating with carriers and/or regulatory bodies on questions of rates, transit privileges and charges, special services and charges thereof, and classification of commodities. Providing advisory service involving commodity analysis from the transportation standpoint. Education -Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
