The incumbent will serve as a General Attorney, providing legal advice and counsel to PFO officials and employees related to real estate, contractual, environmental, health and safety, civil rights, taxation, state and local governmental relations, labor relations, security and litigation-related issues associated with the operation of a unique nuclear weapons, defense, research/development and production complex.
Duties
As a General Attorney, you will perform the following duties:
Serve as principal representative of the National Nuclear Security Administration (NNSA), Pantex Field Office (PFO), Field Counsel and is a principal legal advisor for NNSA.
Counsel works closely with management to assure that decision-makers are fully informed of legal risks and potential consequences.
Provide complete legal services, legal counsel, and professional legal staff work in all areas of law and legal policy arising out of NNSA programs, projects and functions.
Draft and interpret decisions, opinions, contracts and other legal instruments that resolve extremely complex legal and factual issues.
Provide a full range of legal counsel on issues which have unusual sensitivity due to the high degree of political or public interest, associated with PFO's national security mission.
Provide legal advice and counsel to PFO officials and employees, on the legal aspects and consequences of proposed courses of action and recommending alternative courses of action.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade in the Federal Service, i.e., NQ-03, or GS-14. Specialized experience for this position is defined as: experience in performing legal staff work and counsel on complex areas of law and legal procedures pertaining to one or more of the following: government contract and procurement law, environmental law, health and safety law, civil rights, taxation, state and local governmental relations, labor relations, security and state and federal litigation-related laws, regulations and policies.
Examples of specialized experience include:
1. Experience providing legal advice and counsel to agency management officials.
2. Experience researching of legal documents, case reports, and participation in pretrial or prehearing conferences, examining and cross examining of witnesses, arguing motions before the court or hearing officer, summarizing cases.
3. Experience preparing legal documents - contracts, leadings, briefs, legal instruments, legal opinions, etc.
4. Experience providing sound, independent legal advice and counsel on litigation, contracts, environmental law, administrative law.
5. Experience as an attorney, providing sound legal advice and working independently in a fast-paced organization where all facts may not be immediately available.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
This position has a positive education requirement.
